Summary of the contracting process

Humber Teaching NHS Foundation Trust intends to commission a non-clinical mental health telephone advice and support service for people in Hull and the East Riding of Yorkshire. It will support individuals screened by the Mental Health Front Door and assessed as not needing further clinical assessment or intervention at that time. The service is intended to provide timely, person-centred and trauma-informed support, promote emotional wellbeing, reduce social isolation, help prevent mental health from deteriorating, and connect people with community resources. The provider will offer advice and guidance by telephone, tailored to each person’s needs and circumstances. The service does not include independent clinical triage or risk assessment. This is a replacement for an existing service, and a cohort of the incumbent provider’s staff is expected to transfer under TUPE.

The process is at planning stage: the Trust has stated its intention to award using the NHS Provider Selection Regime’s Most Suitable Provider process, rather than inviting tenders at this stage. Potential providers identified by the commissioner will be assessed against the service specification and the Basic and Key Provider Selection Regime criteria. The planned contract is for an initial three years from 1 April 2027, with options for two one-year extensions. The expected annual value is £260,000–£290,000; the stated overall value is £1.45 million. The Trust expects to publish a further notice on 4 January 2027. Following a notification period, identified providers are expected to be asked to submit information confirming their suitability. Assessment weightings are quality and innovation 30%, access and inequalities 20%, integration, collaboration and sustainability 30%, value 10%, and social value 10%.

This service is likely to suit providers experienced in delivering accessible mental health and wellbeing support by telephone, particularly organisations able to offer compassionate, person-centred and trauma-informed responses to people with differing needs. Providers should be prepared to support people who do not require clinical assessment while maintaining clear boundaries around clinical work: the service is not intended to carry out independent triage or risk assessment. The evaluation places substantial emphasis on quality and innovation, and on integration, collaboration and service sustainability, alongside equitable access and social value. Experience connecting people with community-based resources and addressing isolation would be relevant to the stated aims. As this replaces an existing service and TUPE is expected for some incumbent staff, prospective providers should consider their ability to manage a staff transfer and maintain service continuity. The Trust refers to the NHS Standard Contract short form.
