Summary of the contracting process

NHS Birmingham and Solihull Integrated Care Board is establishing a framework for employment support and work and health services, including job-search support and neurodiversity pathways. The services are intended to give public sector commissioners a flexible route to commission support and initiatives as needs arise. The framework is divided into 12 lots: six covering Solihull and Birmingham localities, four covering Dudley, Sandwell, Wolverhampton and Walsall, and two neurodiversity pathway lots covering Birmingham and Solihull or the Black Country. Services will be delivered across these areas in the West Midlands. Participating public bodies include NHS bodies, the West Midlands Combined Authority and local councils. Suppliers may bid for any combination of lots.

The buyer invited offers through an open procedure to establish a framework agreement. The tender submission deadline was 23 November 2026 at 17:00, and the deadline for enquiries was 13 November 2026 at 17:00. The intended contract period runs from 5 January 2027 to 4 January 2031, with no extension option; the award decision was due by 14 December 2026. The estimated framework value is £36 million including VAT, and an individual supplier’s contracts under it are not expected to exceed £5 million. These are framework estimates, not guaranteed work: there is no minimum volume or spend. Call-off contracts are awarded through further competition. Quality (technical) accounts for 100% of the stated evaluation weighting; suppliers also face economic and technical selection criteria.

This opportunity suits providers able to deliver employment support and work and health services for public sector commissioners in Birmingham, Solihull and the Black Country. The dedicated neurodiversity pathway lots may also suit organisations with relevant services for people needing neurodiversity-related employment support. Small and medium-sized businesses and voluntary, community and social enterprises are expressly considered suitable. Suppliers can choose which localities or pathway lots to pursue, and may bid for any combination. The framework offers a route to compete for later commissions, but appointment alone does not secure work: suppliers must compete for individual call-offs, and bids to combine lots are restricted to framework suppliers appointed to every lot in that combination. Quality is the sole stated award-weighted factor.
