Summary of the contracting process

Islington Council is preparing five contracts for building maintenance and associated services across council buildings and other locations in London. The planned scope covers general building fabric maintenance, including roofing, decorating, carpentry and minor plumbing and drainage; mechanical and electrical maintenance, testing, repairs and minor improvements to HVAC, plant and electrical systems; and maintenance and testing of fire and security systems, including alarms, fire equipment, sprinklers, powered doors, gates and CCTV. The remaining services are water risk assessments and fire risk assessments. The Council is seeking supplier input on how the five service areas should be packaged, including whether lots should be combined or divided. The published scope describes five lots, although detailed lot information is provided only for the general building maintenance lot. The work is categorised as construction work and engineering services.

This is at the planning stage: the Council has stated its intention to procure, but has not issued an invitation to tender. It is conducting preliminary market engagement to develop its procurement strategy and service specification and to understand market capability, capacity and appetite. The Council expects to publish a further notice on 15 February 2027. The planned contract period is 1 November 2027 to 31 October 2030, with an extension possible to 31 October 2037. The stated estimated value is £22 million. The Council anticipates five contracts and indicates that a framework agreement will be involved. The planned general building maintenance lot is identified as suitable for SMEs. The Council is seeking views on the lot structure, service delivery, mobilisation, workforce, pricing, commercial models, innovation, performance, efficiencies, social value and value for money. An in-person supplier session is scheduled for 9 November 2026 at Islington Town Hall.

The Council welcomes feedback from suppliers experienced in delivering all or part of the proposed services, and says engagement will not affect suppliers’ ability to take part in a later procurement. This is relevant to firms working in building fabric repairs and maintenance; mechanical and electrical maintenance and statutory testing; fire and security systems; or water and fire risk assessments. Businesses can help shape the service packages and advise on delivery models, workforce and mobilisation, pricing, technology, performance management and efficiency. The Council explicitly wants to reduce barriers to entry and encourage a diverse, competitive market, welcoming SMEs and local suppliers as well as organisations of other sizes. The planned general building maintenance lot is marked as suitable for SMEs. Suppliers with experience across several service areas may also wish to comment on whether combining lots would be workable and beneficial.
