Summary of the contracting process

Wiltshire Council plans to procure a managed Oracle Fusion ERP support, improvement and transformation service for its corporate systems, covering Finance, Human Capital Management, Supply Chain Management, Payroll, Enterprise Performance Management, Oracle Recruiting Cloud and Platform as a Service, including integrations. The service is intended to bring support currently divided between Council teams, an existing supplier and specialist consultants into one accountable, resilient service. Work will include functional and technical support, service governance, management of Oracle updates and testing, user experience improvements, knowledge transfer and business process optimisation. The supplier will also help the Council make better use of standard Oracle functionality, automation and emerging capabilities. The service will be delivered for Wiltshire Council in Wiltshire.

This is at the planning stage: the Council has announced its intention to procure and is seeking market input, but has not issued an invitation to tender. The Council expects to publish a further notice on 23 November 2026. A planned online market engagement session is scheduled for 30 October 2026; expressions of interest for that session were due by 29 October 2026. The estimated contract period is 1 April 2027 to 31 March 2031, with possible extension to 31 March 2033. The estimated value is £688,000 excluding VAT (£825,600 including VAT). The procurement is planned as one lot, considered suitable for SMEs, with renewal anticipated. The procurement method, eligibility requirements and evaluation criteria have not yet been set out.

This work is best suited to providers with demonstrable experience supporting Oracle Fusion ERP across the functional areas in scope, alongside technical expertise in integrations and Platform as a Service. The Council is looking for a supplier able to provide a dependable managed service for critical corporate operations, including payroll and statutory cycles, and to establish clear service levels, performance measures and ITIL-aligned governance. Relevant strengths include managing quarterly Oracle updates, regression testing, release and change control, service mobilisation and continuity, security and segregation of duties, and modernising user experience. It also wants practical capability in process optimisation, automation and AI opportunities, roadmap development, innovation, and converting an improvement backlog into deliverable work. Public-sector Oracle case studies, strong Oracle credentials, and effective knowledge transfer that builds Council self-sufficiency are relevant. Significant transformation work may be commissioned separately.

Wiltshire Council: Oracle Support, Improvement & Transformation Service Wiltshire Council’s Oracle Fusion ERP underpins core corporate services across Finance, HCM, SCM, Payroll, EPM, ORC and PaaS. Post-implementation, support has been split across internal teams, an incumbent supplier and specialist consultancy. Through this procurement, we intend to establish a single, accountable and resilient managed service, with clear SLAs/KPIs, robust ITIL-aligned governance and a structured approach to Oracle quarterly updates and ongoing user experience modernisation. Our ambition extends beyond traditional application support. We are seeking a partner that can help us maximise the value of our Oracle investment through continuous improvement, innovation and business process optimisation, while maintaining reliable support for critical services. Our strategic objectives are to protect critical operations, including payroll and statutory cycles; establish a structured and prioritised improvement roadmap; make better use of standard Oracle functionality; support automation and emerging Oracle capabilities; strengthen testing and service assurance; improve user experience and adoption; and increase internal capability through effective knowledge transfer and greater self-sufficiency. The successful supplier will also have the capability to support more significant optimisation, modernisation and transformation initiatives, where required, through separately commissioned Statements of Work. Purpose of the Event:  To test and refine our draft scope and assumptions; gather market feedback on the proposed operating model; explore approaches to mobilisation, service continuity and transition; discuss approaches to quarterly update management and regression testing; consider security and segregation-of-duties requirements; and capture evidence-based ideas for innovation that deliver measurable value. Why Providers Should Attend: • Help shape the final specification, SLAs and evaluation approach before the ITT is issued. • Share transition and mobilisation best practice that protects live operations, including payroll cut offs. • Showcase relevant Oracle Fusion credentials and public sector case studies. • Gain early sight of our indicative timeline and commercial assumptions, enabling resource planning. • Ask clarification questions and understand where your propositions can add value
