Summary of the contracting process

Blackpool Borough Council is seeking structural repair and planned maintenance works to Blackpool Tower. The work covers remedial repairs in two packages: during the Tower’s winter operational closure and during its summer operating season. This opportunity is suited to remedial works contractors with proven experience in structural repairs and planned maintenance, including steel structures and work at height. Suppliers must provide IRATA Level 3-qualified supervisors and IRATA Level 1 and/or Level 2 technicians. Project managers or other relevant personnel must hold Chartered Membership of the Institution of Civil Engineers, the Institution of Structural Engineers, or an equivalent standard. The work requires compliance with applicable construction, health and safety, work-at-height and building regulations, and BS EN 1090 Execution Class 3 for steel structures. Bidders must have, or commit to obtaining, employer’s liability cover of £10 million, public liability cover of £10 million and professional indemnity cover of £5 million. They must also have the resources to meet UK GDPR obligations.

The Contracting Authority is looking to appoint a suitably experienced and qualified Remedial Works Supplier to undertake structural repairs during an initial period of operational closure from November 2026 to March 2027 (the "Winter Works 2026/27" package) and then during the summer 2027 operating season from April 2027 to November 2027 (the "Summer Works 2027" package). Further maintenance and repairs are required to be undertaken beyond November 2027 on an ad-hoc basis as identified by annual inspections and surveys.
