Summary of the contracting process

The Office for Students is seeking suppliers for an open framework covering leadership and management development; professional and regulatory practice skills; employee wellbeing, inclusion and workplace culture; and facilitation, coaching and team or group development. The work includes designing and delivering learning and development, building managers’ and leaders’ ability to support people and teams, and providing tailored interventions to improve collaboration, communication and performance. The professional skills lot includes regulatory practice, potentially drawing on the Core Regulatory Skills Framework. The framework is divided into four topic-based lots, and suppliers may apply for one or more. Services are for delivery in the United Kingdom.

The buyer invited offers through a competitive flexible, selective procedure, beginning with requests to participate. The participation deadline was 17 November 2026 at 11:00. The contract period for all four lots runs from 1 March 2027 to 28 February 2034. The overall estimated value is £1,273,332 excluding VAT (£1,528,000 including VAT). Lot values excluding VAT are £638,333 for leadership and management, £205,000 for professional and regulatory skills, £109,166 for wellbeing and culture, and £320,833 for facilitation and coaching. Each lot is evaluated on quality (70%) and price (30%). Suppliers can bid for multiple lots. The framework is intended to run in two successive periods, with a competition to establish the later period; existing suppliers and new entrants may compete in that refresh.

The opportunity suits training and development providers, leadership consultants, regulatory practice specialists, wellbeing and inclusion experts, and facilitators and coaches. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable for every lot. Suppliers should select lots that match their expertise: leadership and management capability across the employee lifecycle; professional skills and regulatory judgement; inclusive, psychologically safe workplace cultures; or bespoke facilitation and coaching for individuals, teams, groups and networks. The fourth lot calls for tailored interventions responsive to each group’s needs and dynamics, rather than simply delivering courses to individual learners. The framework offers scope for suppliers with specialist capabilities to apply to relevant topic areas, while its later competition also permits new market entrants to seek admission.
