Summary of the contracting process

Wakefield Council appointed a strategic regeneration partner to help deliver a long-term housing and economic growth programme in Castleford, aiming to transform it into a distinctive, sustainable riverside market town. The work combines development strategy and coordination with delivery support: aligning regeneration initiatives, coordinating public and private sector activity, and unlocking housing, employment and investment opportunities. It also covers town-centre revitalisation, including public realm improvements and a riverside park, better connectivity and infrastructure, and placemaking that draws on Castleford’s heritage, culture and tourism potential. The partner is expected to work with the Council and public-sector regeneration partners, including Homes England and the West Yorkshire Combined Authority. Delivery is focused on Castleford and its surrounding strategic regeneration area in the Wakefield District.

The procurement is complete and the contract is active. Wakefield Council selected Morgan Sindall Consortium LLP and Muse Places Limited as the regeneration partners. The contract was signed on 16 October 2026, with a partnership period of 10–15 years. Its stated contract value is £40 million. The selection used a further competition under the Pagabo Developer-Led Framework for mixed-use development in Yorkshire and the Humber; the procedure is recorded as limited, without a separately published competition call. Evaluation weighted quality at 60% and price at 40%. The process concerned one development-partner requirement covering regeneration across Castleford. The procurement description says the main Development Agreement was intended to follow successful completion of a Pre-Development Agreement and was subject to approval.

This requirement favours a development partner able to combine commercial expertise with the capacity to coordinate a complex, place-based regeneration programme. A credible competitor would need a strong record of delivering housing and economic growth, developing commercially viable investment strategies, and bringing public and private stakeholders together. Experience leveraging strategic land assets and attracting investment would be relevant, alongside the ability to shape town-centre development, public realm, connectivity and infrastructure improvements. The brief also calls for innovation and an understanding of how cultural, heritage and tourism assets can contribute to sustainable placemaking. Suppliers should be able to work collaboratively with a local authority and public-sector regeneration bodies, while maintaining a long-term focus across connected development and community outcomes. The awarded partnership demonstrates demand for this integrated mix of development, commercial and coordination capability.
