Summary of the contracting process

St Albans City and District Council intends to procure a mechanical and associated electrical maintenance and compliance service for its property portfolio. The work covers planned preventative maintenance, statutory inspections and testing, reactive repairs, emergency call-outs, lifecycle replacement and minor improvement projects. Assets include communal heating and boiler plant, heating distribution and metering, air conditioning, bulk gas networks and installations, and mechanical ventilation, including heat-recovery systems. The contractor will also provide fault diagnosis, condition-based maintenance, measured term works and operational support. Services are intended to maintain safety, compliance and reliable operation across the Council’s estate, while supporting asset performance and long-term asset management. The Council is the buyer; the work relates to its portfolio rather than a single named site.

The process is at planning: the Council has announced its intention to procure and is undertaking preliminary market engagement before starting a formal procurement. The engagement is intended to inform the Council about supplier capability and capacity, innovation, delivery models and good practice. The current service arrangement is due to expire on 31 March 2027. The planned replacement contract is expected to run from 1 April 2027 to 31 March 2029, with an extension or renewal provision that could take the contract period to 31 March 2031. The market engagement milestone is scheduled for 13 November 2026. No contract value or budget is stated. The procurement is presented as one lot; no award criteria or formal bid submission arrangements are set out at this planning stage.

The requirement is suited to mechanical and electrical maintenance contractors able to cover a broad range of building-services assets and deliver both planned work and responsive repairs. The Council says it is seeking strong technical expertise across the service disciplines, experience managing maintenance across multiple sites, and effective contract and supply-chain management. Suppliers should be prepared to provide a continuously available emergency call-out service, including nights and weekends, and to maintain access to appropriately qualified and competent staff. Robust mobilisation and business-continuity planning will be important. The Council also wants a collaborative approach to maintaining compliance, improving asset performance and limiting disruption, alongside the ability to support lifecycle replacement and longer-term estate management. These requirements point towards a contractor with sufficient operational capacity and coordinated delivery arrangements for a varied property portfolio.
