Summary of the contracting process

Bournemouth, Christchurch and Poole Council is seeking suppliers to provide and deliver ice cream products and associated equipment. Deliveries are for the Council’s seafront trading outlets, Upton Country Park, Queens Park Café, King’s Park Leisure facilities and Council museums. The requirement is divided into impulse ice cream, and scoop ice cream and accessories. The impulse range includes individual ice creams and products for children; the scoop lot covers flavours, cones, whippy ice cream and related items. Suppliers can bid for either lot or both. The work is delivered across Bournemouth, Christchurch and Poole, in Dorset.

The Council invited tenders through an open procedure. The enquiry deadline was 11 November 2026 at 23:59, and the tender submission deadline was 25 November 2026 at 14:00. The Council expected to decide by 7 December 2026 at 23:59:59. The contract period for both lots runs from 2 January 2027 to 28 February 2030, with two possible 12-month extensions, to 29 February 2032. The impulse lot is estimated at £1.5 million excluding VAT (£1.8 million including VAT); the scoop lot at £2.2 million excluding VAT (£2.64 million including VAT). Each lot is evaluated on price (40%), quality (50%) and social value (10%).

The impulse lot suits suppliers able to provide at least 10 impulse products, including plant-based options, and at least 10 scoop flavours. It also requires at least seven sale kiosks supplied on free loan, maintained by the supplier at no cost to the Council. The scoop lot suits suppliers with a broad, dependable range: at least 24 flavours, including four plant-based flavours and four sorbets, plus cones, whippy ice cream, flakes, accessories, individual pots and ice cream for dogs. Both lots call for consistent supply across multiple council venues and product quality that supports the customer experience. Suppliers may tender for one lot or combine bids across both; the Council gives quality and social value greater combined weighting than price.
