Summary of the contracting process

The University of Glasgow sought an electron-counting detector for the cryo-transmission electron microscope at the Scottish Centre for Macromolecular Imaging, together with associated services and maintenance. The detector is intended to upgrade a JEOL F2-Cryo microscope, replacing its first-generation direct detector. It must provide electron counting, super-resolution and correlated double-sampling technologies, with optimisation for 200 kV operation. The upgrade is intended to support rapid, reliable screening of low-molecular-weight and challenging specimens, as well as publication-quality data for more straightforward, larger or symmetric targets. This is a specialist scientific imaging-equipment supply, with delivery and installation at the University of Glasgow in Glasgow.

The buyer invited offers through a competitive procedure with negotiation, using electronic submissions; the procurement reached the tender stage. The submission deadline was 26 November 2026 at 12:00 noon. The contract period is 36 months, with two optional 12-month extensions. The tender is a single lot. The buyer planned to invite three candidates to the second stage; successive reduction was possible, and it reserved the right to award without further negotiation. Evaluation weights technical specification at 35%, performance output at 5%, technical service support at 20%, delivery and installation at 6%, acceptance testing at 4%, and price at 30%. Bidders could not submit variants. The stated minimum financial requirements include two years of accounts and annual turnover of £500,000.

This opportunity suits manufacturers or specialist suppliers of electron-counting detectors for cryo-transmission electron microscopy, particularly those able to demonstrate performance at 200 kV and deliver electron counting, super-resolution and correlated double sampling. Suppliers need to support installation, acceptance testing and ongoing technical service, as these together account for a substantial part of the quality assessment. The equipment must be suitable for upgrading a JEOL F2-Cryo microscope and help researchers screen challenging specimens rapidly while producing publication-quality results for suitable targets. Bidders must meet the stated insurance requirements: product liability cover of at least £1 million per claim, public liability and employers’ liability cover of at least £5 million each, and professional indemnity cover of at least £1 million per claim. The contract also seeks community benefits, including employment and training, workforce development, and opportunities for smaller and third-sector subcontractors.

Lot Information

Lot 1

PURCH2986 Contract Agreement for Electron Counting Detector for Cryo Transmission Electron Microscopy & Associated Services and Maintenance for the period of 36 Months, with a further 2 optional extension periods of 12 months. The Scottish Centre for Macromolecular Imaging at the University of Glasgow has recently received BBSRC ALERT funding to upgrade the detector on their JEOL F2-Cryo electron microscope. The detector will replace an earlier 'first generation' direct detector on the microscope and provide their users with access to a 200kV-optimised detector with electron counting, superresolution and correlated double sampling technologies. The detector will significantly boost the capabilities of the overall system and the F2-Cryo with upgraded detector is expected to deliver rapid, high confidence specimen screening data on low molecular weight/challenging targets. The upgraded system is expected to deliver publication quality data on more straightforward, larger or symmetric targets. For detailed specification, please refer to PURCH2986 - Schedule 1A - Invitation to Tender.

Renewal: For the period of 36 Months, with a further 2 optional extension periods of 12 months
