Summary of the contracting process

CalMac Ferries Limited is seeking a supplier to pilot a smartphone-based visual tagging solution for blind and partially sighted passengers. The service is intended to improve passenger wayfinding and provide access to real-time information, with information available in 36 languages. This is a passenger navigation service (CPV 63724000) for delivery in Scotland.

The buyer invited offers through an open procedure, with bids submitted electronically in English. The procurement is divided into one lot, and variants are not permitted. The bid deadline was 30 November 2026 at 12:00 UTC; the stated contract period is 1,800 days. Quality accounts for 60% of the evaluation and price for 40%. Suppliers must meet financial thresholds based on their latest published accounts: return on capital employed above zero, current ratio above one, gearing below 100%, and interest coverage of at least two. The bid validity period runs to 31 December 2026 at 23:59:59 UTC.

This requirement suits suppliers with experience developing and deploying smartphone-based visual tagging and passenger wayfinding technology, particularly solutions designed for blind and partially sighted users. The service needs to support real-time information and conversion into 36 languages. Suppliers must be able to deliver a pilot and provide the names and qualifications of staff assigned to the contract. Bidders also need published accounts demonstrating that they meet all four stated financial-ratio thresholds. The work combines accessible digital product delivery with the ability to serve ferry passengers in Scotland.
