Summary of the contracting process

The National Employment Savings Trust (NEST) Corporation is procuring continued access to CEPRES private-markets investment data, analytics and platform services. The service supports NEST’s investment activity by providing data and analytical tools for private-market investments. It is intended to maintain continuity while NEST completes work on its future asset-allocation and data-platform architecture, which will determine whether it needs a separate private-markets platform. The services are delivered in the United Kingdom. This is a software-related services requirement, rather than a purchase of investment assets or general IT infrastructure. The procurement concerns the existing CEPRES platform and its continued provision as an interim service.

The procurement is complete and the contract has been awarded by direct award to CEPRES GmbH, the existing supplier. The award date is 7 October 2026. The contract is valued at £265,380 excluding VAT (£318,456 including VAT). Its initial term runs from 5 November 2026 to 4 November 2027, with one optional extension of up to six months, taking the maximum period to 5 May 2028. NEST’s stated rationale is that an interim supplier change could create incompatibility with its emerging architecture and difficult data migration, implementation and parallel running around quarterly valuations. NEST estimates a replacement procurement would take about three months and migration six to nine months. The contract is one lot; award criteria are not stated in the published procurement information.

For suppliers tracking demand in this market, this award shows NEST purchases private-markets investment data, analytics and a supporting platform as an integrated service. A credible competitor when this requirement next reaches the market would need an established private-markets data and analytics platform, the ability to maintain reliable data continuity, and the technical capability to integrate with NEST’s investment systems and future data architecture. Suppliers would also need to plan and execute migration, implementation and parallel running without disrupting quarterly private-markets valuations. The buyer’s rationale highlights compatibility with a wider asset-allocation and total-portfolio-view solution as a key concern, so suppliers able to demonstrate interoperability and a clear transition approach would be well placed. The awarded supplier is an SME, and the procurement’s lot is marked suitable for SMEs.

Notice Title

CEPRES Private Markets Investment Data and Analytics Services

Notice Description

Nest intends to enter into a new contract with CEPRES GmbH for the continued provision of its existing private-markets investment data, analytics and platform services. The arrangement is intended to maintain continuity while Nest Invest completes the Asset Allocation/Total Portfolio View procurement and develops its future data-platform architecture. The approved arrangement is an initial 12-month term plus one optional six-month extension, giving a maximum contemplated period of 18 months.

Procurement Information

Nest intends to award a new, time-limited contract to CEPRES GmbH, the existing supplier of Nest's private-markets investment data and analytics platform. Nest Invest is currently undertaking an Asset Allocation/Total Portfolio View procurement and developing the design of its future data-platform architecture. Those programmes will determine whether Nest requires a separate private-markets platform and, if so, the technical, functional and data requirements that any replacement platform will need to satisfy. A change of supplier before those requirements are established would require Nest to select, configure and migrate to an interim private-markets platform without knowing whether that platform would be compatible with the future Asset Allocation/Total Portfolio View solution and data-platform architecture. There is also a possibility that the functionality presently provided by CEPRES will be provided through one of those future solutions, removing the need for a separate private-markets platform. A replacement at this stage would require a procurement and migration exercise, including data migration, implementation and parallel running aligned with Nest's quarterly private-markets valuation cycle. Nest estimates that a procurement would take approximately three months and migration between six and nine months. Nest has undertaken a high-level assessment which indicates that procuring and implementing an interim replacement platform could cost in the region of PS1.5 million, based on a procurement exercise, implementation and migration activity over an estimated 12-month project period, together with associated supplier, support and legal costs. That work could become abortive if the future Asset Allocation/Total Portfolio View or data-platform solution incorporates the relevant private-markets functionality. Nest therefore considers that replacing CEPRES during this interim period would create a material risk of obtaining services that are incompatible with Nest's emerging target architecture and would result in disproportionate technical and operational difficulties in implementation, migration, data continuity, parallel running and subsequent replacement. The proposed contract is limited to an initial 12-month term, with an option to extend for no more than six further months. The extension would only be used where necessary to complete any replacement procurement and migration after Nest's future architecture and requirements have been confirmed. Nest considers that these circumstances satisfy Schedule 5 paragraph 7 of the Procurement Act 2023 because the services will be supplied by the existing supplier as a time-limited continuation of the existing service, and a change of supplier during the bridging period would risk incompatible services and disproportionate technical difficulties in operation and migration.
