Summary of the contracting process

Betsi Cadwaladr University Health Board is buying construction works to install a new modular mortuary facility at the Mortuary Department, Glan Clwyd Hospital in Bodelwyddan, near Rhyl. The project provides a standalone LEEC sectional body store to increase mortuary capacity and support the Health Board’s operational needs. The work includes enabling works, a concrete foundation base, erection and commissioning of the modular unit, modifications to existing infrastructure and associated external works. Delivery is phased. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is managing the procurement for the Health Board.

The buyer invited offers through an open competition. The tender was published on 26 October 2026. The single lot has an estimated value of £303,000 excluding VAT (£363,600 including VAT). The contract period is 11 January to 31 March 2027. Questions were due by 18 November 2026 at 12 noon, and bids by 25 November 2026 at 12 noon. Offers are assessed on quality (40%) and cost (60%); quality assessment covers technical capability, methodology, resources, relevant experience, compliance and governance, risk management and ability to meet the requirements. Bids are submitted electronically through the Bravo e-tendering portal. Attendance at a site visit is mandatory; failure to attend may lead to disqualification.

This opportunity suits construction contractors able to deliver modular healthcare facilities and associated building and external works. Suppliers need the technical capability, staff and resources to complete a phased installation, including foundations, assembly and commissioning of a sectional body store, and modifications to existing hospital infrastructure. Relevant experience, a credible delivery methodology, effective risk management, and the ability to meet compliance and governance requirements will be important to the quality assessment. The buyer also evaluates the commercial submission, including pricing structure and value for money. A site visit is a participation requirement, so bidders must be able to attend Glan Clwyd Hospital in Bodelwyddan. The lot is marked as suitable for voluntary, community and social enterprises.
