Summary of the contracting process

Islington Council is preparing five contracts for building maintenance and related services across its council buildings and other locations in London. The planned scope covers general building fabric work, including roofing, decorating, carpentry and minor plumbing and drainage; planned and responsive mechanical and electrical maintenance, statutory testing and minor improvements; and maintenance and testing of fire and security systems, including alarms, portable fire equipment, sprinklers, powered doors, gates and CCTV. The remaining packages are water risk assessments and fire risk assessments. The Council is seeking feedback on whether the proposed service groupings make sense as five lots or should be combined or split. Suppliers with experience in any part of these building services are invited to contribute to market engagement and help shape the specification and delivery model.

This is the planning stage: the Council has set out its intention to procure, but has not yet invited tenders. It expects to publish a further notice on 15 February 2027. An in-person supplier engagement session is planned for 9 November 2026 at Islington Town Hall; interested suppliers are asked to register their interest through the London Tenders Portal. The Council’s anticipated overall value is £22 million gross. The proposed contract period for Lot 1, general building fabric maintenance, runs from 1 November 2027 to 31 October 2030, with a possible extension to 31 October 2034. That lot is identified as suitable for SMEs. A framework agreement is planned. Suppliers are invited to comment on the five-lot structure, maintenance approaches, mobilisation, workforce, pricing, commercial models, innovation, technology, performance, social value and efficiency.

The work may suit specialist building maintenance contractors, mechanical and electrical service providers, fire and security system firms, and consultancies able to undertake water or fire risk assessments. Suppliers can have experience across a single service package or several; the Council is expressly seeking feedback from organisations of all sizes, including SMEs and local suppliers, and says engagement will not affect participation in a later procurement. This is a chance to influence how services are grouped and how planned, reactive and ad-hoc work is delivered. The Council also wants market views on workforce and mobilisation, pricing structures, commercial models, technology and innovation, performance management, efficiencies and social value. The planned scale spans multiple council buildings and specialist maintenance and assessment disciplines, so businesses able to demonstrate relevant delivery capacity and practical service models are well placed to contribute.
