Summary of the contracting process

Somerset Council is exploring parcel locker services on land it owns or controls across Somerset, potentially including Council-operated car parks. The service would cover providing, installing, operating and maintaining lockers for parcel and postal deliveries. The Council wants to understand available locker solutions, suitable locations, deployment constraints and the advantages of different operating models, particularly carrier-neutral or open-access lockers that can serve multiple parcel and postal operators. The service is intended to benefit Somerset residents and local communities while generating potential value for the Council. The Council is seeking market input before deciding whether to develop a procurement strategy or proceed with a contract.

This is a planning-stage market engagement exercise, not an invitation to tender or a commitment to procure. The Council is gathering information on market capability and appetite, operating models, site suitability, barriers, responsibilities and commercial arrangements. Interested organisations are asked to complete a questionnaire; responses are expected by 16 November 2026. Any future arrangement is currently only indicative: the planned contract period runs from 1 September 2027 to 1 September 2032, with a possible extension to 1 September 2037. The Council has not set a contract value. It expects to use engagement findings to shape any future procurement strategy and requirements; the duration and potential value of a future arrangement are also topics on which it is seeking market views.

The engagement is relevant to organisations with experience providing or operating parcel locker infrastructure, including providers able to install, maintain and manage lockers across multiple sites. Suppliers with carrier-neutral or open-access solutions that can support several parcel and postal operators are of particular interest, though the Council welcomes views on other models and their commercial implications. The Council’s preferred approach would place installation, operation and ongoing management with the provider, aiming for no cost to the Council and minimal administrative or operational burden. Suppliers able to assess site viability and explain access, physical, planning and regulatory barriers can help shape the Council’s understanding. The Council is also seeking insight into commercial models, potential income and benefits for residents, communities and the authority.

Notice Information

Notice Title

Parcel Locker Services on Somerset Council Land

Notice Description

Somerset Council is undertaking preliminary market engagement to understand the market for the provision, installation, operation and maintenance of parcel lockers at suitable locations on Council-owned or controlled land, potentially including Council-operated car parks. The Council wishes to understand: * market capability and appetite for delivering parcel locker services across Somerset; * the types of solutions and operating models currently available; * the potential benefits for Somerset residents, local communities and the Council; * the characteristics and requirements of commercially viable locations; * potential barriers to deployment, including access, physical, planning and other regulatory considerations; * the feasibility, benefits and commercial implications of carrier-neutral or open-access solutions capable of supporting multiple parcel and postal operators; and * the commercial models available, including the potential level of income or other value that could be generated for the Council. The Council's preference is to explore a model that can be delivered at no cost to the Council and with minimal administrative or operational burden, with the provider taking responsibility for the installation, operation and ongoing management of the service. The Council is particularly interested in understanding the feasibility of solutions capable of supporting multiple parcel and postal operators. However, the Council does not wish to prescribe the solution at this stage and welcomes market feedback on the advantages, disadvantages and commercial implications of different approaches. Information gathered through this engagement will be used to improve the Council's understanding of the market and may inform the development of any future procurement strategy and requirements.

Planning Information

Organisations with relevant experience of providing and/or operating parcel locker infrastructure are invited to participate in this preliminary market engagement exercise. Interested organisations are requested to complete the Somerset Council Parcel Locker Preliminary Market Engagement Questionnaire, which seeks information regarding: • market capability and appetite; • carrier-neutral and alternative operating models; • potential benefits; • site suitability and barriers to deployment; • installation, operation and Council responsibilities; • commercial arrangements and potential income; and • the potential value and appropriate duration of any future arrangement. The questionnaire is available on the Authority's procurement portal at https://supplierlive.proactisp2p.com/Account/Login under reference EPRO1000635/ERFX1003618 Responses should be provided through the email address advertise@somerset.gov.uk by Monday 16th November 2026. Participation in this preliminary market engagement exercise is voluntary and is not a requirement to be considered in any future procurement exercise. This exercise is being undertaken for information-gathering purposes only and does not constitute a commitment by Somerset Council to commence a procurement process or subsequently award a contract.
