Summary of the contracting process

City & County of Swansea is seeking contractors for external wall insulation preparation and finishing works, including boarding and plastering, as part of a housing regeneration scheme. The work is intended to improve the thermal performance of 37 council-owned, tenanted two- and three-bedroom houses at Llwyn Helyg and Llwyn Derw in Garden City, Fforest-fach, Swansea. The homes were built in 1925 and 1964 and have traditional cavity-wall construction; the existing insulation is insufficient to meet current Welsh Housing Quality Standard requirements. Swansea Council’s appointed design and project management team has prepared the scheme to bring the properties in line with those standards. The procurement is classified as construction and plastering work (CPV 45410000).

The buyer invited tenders through an open competition. The procurement is a single lot, and the tender evaluation assigns 80% to price, covering the price list and compensation event assessment, and 20% to quality: technical capability (5%), project-specific matters (10%) and compliance with CDM Regulations 2015 (5%). The deadline for clarification enquiries was 17 November 2026 at 12:00 UTC; tenders were due by 24 November 2026 at 12:00 UTC. The contract period is scheduled to run from 1 December 2026 to 22 February 2028. The estimated value is £190,000 excluding VAT (£228,000 including VAT). Electronic submission is permitted. Bidders are required to register on the UK Government Central Digital Platform and eTenderWales to participate.

This opportunity is suited to building contractors with practical experience in external wall insulation preparation, boarding and plastering on occupied social housing. The scope requires work across 37 houses with traditional cavity-wall and pitched-roof construction, so bidders should be able to plan delivery around tenanted homes and coordinate work across multiple properties. The quality assessment specifically tests technical capability, understanding of the project requirements and arrangements for complying with CDM Regulations 2015. Small and medium-sized enterprises are identified as suitable bidders. The contract calls for a single contractor to deliver the works across both named housing locations; firms should consider whether they have the workforce, supervision and site-management capacity to handle this multi-property programme and its project-specific health and safety requirements.

Notice Description

Swansea Council ADG has been appointed to design and project manage a regeneration scheme to bring dwellings in line with the Welsh Housing Quality Standard requirements. The tender documents sets out the specification in line with the Client (Swansea Council Housing) Brief. The purpose of the regeneration scheme is to carry out works to upgrade Thermal Value to 37No. Council owned properties at Llwyn Helyg and Llwyn Derw, Garden City, Fforest-fach, Swansea. Timber pitched roof trusses at 600mm centres form the roof construction spanning from front to the rear external walls giving support to roof tiles on battens in the form of timber purlins and timber intermediate rafters and ceiling joists in a traditional form of construction.
