Summary of the contracting process

NEUPC Ltd is planning a multi-supplier framework for mechanical, electrical and sustainable energy works and services for public-sector estates. Mechanical and electrical services cover reactive repairs and smaller jobs as well as project-led installation, upgrades, maintenance and replacement, across the North East, Yorkshire and Humber, East Midlands and West Midlands. Sustainable energy lots cover air- and ground-source heat pumps, solar photovoltaic panels and systems, and LED lighting and controls, including supply, installation, testing and commissioning. These lots are intended for participating higher education and other public-sector organisations across ten UK regions. NEUPC is procuring with SUPC; the sustainable-energy framework is also intended for use by LUPC and NWUPC members. The planned lot structure separates mechanical and electrical services by region and job type, and sustainable-energy work by technology and requirement size.

The process is at planning: the buyer has stated its intention to procure, but there is no invitation to tender yet. It expects to publish tender documents in November 2026, following preliminary market engagement planned for early to mid-November; a Teams workshop is scheduled for 4 November 2026 at 11am. The buyer anticipates a competitive flexible procedure with a selection stage, followed by tender assessment and possible negotiation. The expression-of-interest date is 10 December 2026, and the anticipated award date is 28 May 2027. The estimated framework value is £148 million excluding VAT (£177.6 million including VAT). The planned framework period is two years, with an option to extend by up to two more. Evaluation is expected to score quality at 60% and price at 40% across lots; stage-two assessment is also to score responsible procurement and social value.

The framework is expressly considered suitable for SMEs and voluntary, community and social enterprises, with work divided into regional and value-band lots. Mechanical and electrical providers should be able to cover their chosen geography and deliver either rapid-response call-outs, with attendance within two hours of accepting a request, or larger, complex projects involving surveys, planning, installation, project management and handover. Providers need the workforce, supervision, plant, equipment and materials to complete work, together with testing, certification, documentation and training. Specialist energy suppliers should demonstrate experience in supplying, installing, testing and commissioning heat pumps, solar PV or LED systems; relevant work must meet applicable Microgeneration Certification Scheme standards. Preventative maintenance, design, optimisation and innovation are identified as potential services. Suppliers should prepare to demonstrate technical and delivery capability, social value and responsible procurement, as well as competitive pricing.

Mechanical, Electrical and Sustainable Energy Services Framework (MESE_2027)

Notice Description

This invitation to tender is issued by North Eastern Universities Purchasing Consortium ("NEUPC") for the establishment of a framework agreement for the provision of Mechanical, Electrical and Sustainable Energy Services. The Mechanical and Electrical Service Lots (1 and 2 below) will be available to all members of NEUPC and SUPC. The framework will be regional, covering the North East, Yorkshire & Humber, East Midlands and West Midlands. The Services will be split into Reactive or Project-Led to allow for lower value (reactive) and higher value (project-led) services to be provided. The Sustainable Energy Service Lots (3, 4 and 5 below) will be available to all members of NEUPC, LUPC, SUPC and NWUPC. The framework will be considered national, but is broken down into ten distinct regions, covering the North East, Yorkshire & Humber, Midlands (East & West combined), East Anglia, London, South East. South West, Wales, North West and Cumbria. These three Lots will seek specialist suppliers who are able to offer supply, installation and commissioning services, with a focus on experience and any optional preventative solutions, optimisation services and innovation on offer. Bidders are able to select which regions they can service. The Services are split into two value bands within each Lot to allow for low and high value services to be provided. The proposed Lot structure and services are; LOT 1 - Mechanical Services LOT 2 - Electrical Services LOT 3 - Air & Ground Source Heat Source Pumps LOT 4 - Solar PV Panels and Systems LOT 5 - LED Lighting Systems and Controls The structure and procurement process is considered suitable for Small to Medium Enterprises (SMEs) and Voluntary, community and social enterprises (VCSEs) to bid for. The regional split, number of Suppliers to be awarded per Lot, Service, Region, etc, will be broken down in greater detail in the tender documents and be clarified during the Preliminary Market Engagement Workshop taking place via Teams on 4th November at 11am (see UK2 notice). The opportunity will be published on the NEUPC Procurement Portal (Portal). To ensure you can easily access the tender documents, we recommend creating an account on the Portal beforehand. You can create an account at: https://neupc.delta-esourcing.com/ Suppliers are advised to register and complete the relevant stages on the Central Digital Platform (CDP) if they wish to participate in and bid for this framework. How to register on the CDP can be found at: https://www.gov.uk/government/publications/procurement-act-2023-short-guides/suppliers-how-to-register-your-organisation-and-first-administrator-on-find-a-tender-in-three-easy-steps-html Suppliers should be aware that CDP and Portal registration can be a prolonged process. Tender submission deadlines cannot be extended to allow for delayed supplier registration on the CDP and Portal. A Pre-Market Engagement workshop is scheduled for early/mid November. The Tender documentation is estimated to be published in November 2026.
