Summary of the contracting process

Caerphilly County Borough Council is seeking a security services provider for Ty Fesen and one other emergency accommodation site, with additional concierge duties. Ty Fesen is a two-storey accommodation building in central Caerphilly, with 13 units, shared rooms and staff offices. It provides temporary housing for people and families who are homeless, typically while they move on to alternative accommodation. The second site is a 10-bed hotel in Abertridwr, with scope to increase capacity during the contract. The service is intended to protect the welfare, safety and security of residents, staff and premises at both locations. This requirement is for the accommodation sites only; security services at Tredomen Park are outside this procurement.

The Council invited offers through an open procedure, re-tendering the accommodation security requirement after it could not conclude the earlier competition for this part of the work. The single lot has an estimated value of £1,050,000 excluding VAT (£1,260,000 including VAT). The contract is scheduled to run from 1 February 2027 to 31 January 2030, with an option to extend by up to 24 months, to 31 January 2032. The deadline for questions was 20 November 2026 at 17:00, and offers were due by 27 November 2026 at 12:00. The stated award decision deadline was 23 December 2026. Evaluation gives 70% to quality and 30% to cost; quality is assessed through the tender response, interview and case study. Electronic submissions are allowed in English or Welsh.

The requirement suits security firms able to provide a reliable on-site presence in temporary accommodation, while combining security with concierge duties. Suppliers need to be capable of safeguarding residents, Council staff and buildings in a housing setting used by households experiencing homelessness, including families, couples and individuals. The two sites differ in scale and setting: Ty Fesen is a multi-unit building with communal areas and offices in central Caerphilly, while the second location is a hotel in Abertridwr whose accommodation capacity may grow. Bidders should be prepared to demonstrate service quality in a written tender response, interview and case study, as quality carries greater weight than price. The opportunity is marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
