Summary of the contracting process

Choice Housing Ireland Limited is procuring developers on behalf of Maple and May Ltd. to deliver affordable-rent housing projects in the Craigavon area under the Department for Communities’ Affordable Rent Programme. The requirement combines the supply of development land with design and construction of homes. Properties must meet the Department’s Homes for Intermediate Rent Design Standards, statutory requirements such as planning permission and building control approval, and Maple and May’s design and specification standards and employer’s requirements. This is a housing development opportunity involving land, architectural design and residential construction. The homes are to be delivered in Craigavon, Northern Ireland.

The buyer invited offers through an open competition. Enquiries were due by 12 noon on 20 November 2026 and submissions by 12 noon on 27 November 2026. The stated contract period runs from 15 February 2027 to 25 August 2028. The estimated value is £3.9 million. The competition seeks projects of up to 20 homes from each supplier and allows contracts to be awarded to multiple developers; total delivery may exceed 20 homes depending on the submissions received, while the number funded for each project depends on Department for Communities support. Evaluation allocates 30% to the quality submission, covering design and drawings, and 70% to price.

This suits developers able to secure suitable land and deliver affordable-rent housing from design through construction. Competitors need to prepare design and drawing submissions and demonstrate that their proposed homes can meet the Homes for Intermediate Rent Design Standards, statutory planning and building control requirements, and the buyer’s own specification and employer’s requirements. The scale is suited to suppliers capable of bringing forward developments of up to 20 homes per proposal, with the possibility of multiple developers being appointed. Firms with residential development, architectural design and construction capability will be relevant; delivery depends on available programme funding. The price weighting makes cost competitiveness important alongside the quality and compliance of the proposed design.
