Summary of the contracting process

Liverpool Experience Campus Ltd is seeking event first aid and paramedic services for events at its Liverpool campus, covering the M&S Bank Arena, Auditorium, Conference Centre and Exhibition Centre Liverpool. The service is intended to protect attendees and reduce pressure on local NHS services. The supplier must assess medical, ambulance and first-aid needs, prepare a medical staffing plan for each event, and provide medical cover throughout each event, including build-up and derig. The work is delivered at the Liverpool Experience Campus in Liverpool. This is a single service requirement covering the campus venues; the buyer describes the contract as suitable for small and medium-sized businesses.

The buyer invited offers through an open procedure. The procurement has reached the tender stage. Tender submissions were due by 4 December 2026 at 12:00, with enquiries due by 11:00 that day; the expected award decision date was 19 January 2027. The contract was planned to start around 1 April 2027, with the exact start flexible to fit event bookings, and run for an initial two years to 31 March 2029. Liverpool Experience Campus Ltd may extend it by up to a further two years, to 31 March 2031, at its discretion. The stated total value, including optional extensions, is £400,000, approximately £100,000 per year. Price carries 30% of the evaluation and quality 70%, including a presentation weighted at 10%.

This opportunity suits providers able to deliver event medical and ambulance cover across a large, multi-venue campus, with staffing that can be planned around differing event requirements. Suppliers need the capability to assess medical and first-aid risks, translate those assessments into appropriate staffing plans, and maintain provision through event build-up, the event itself and derig. The service calls for suitably qualified personnel and operational readiness across the campus venues. Experience coordinating event medical provision and managing staff deployment is directly relevant to the stated requirements. Small and medium-sized businesses are identified as suitable, so the requirement is not presented as restricted to larger suppliers. Quality is the main evaluation component, with a presentation forming part of the quality assessment; suppliers should therefore be able to explain their service approach clearly.

Tenderers are required to contact the procurement team as soon as possible via the Delta eSourcing Portal messaging facility to arrange this. Any requests received after Friday 13th November 2026 may not be considered by LEX due to operational and security constraints.
