Summary of the contracting process

Educo is procuring term-time catering for Bourne Education Trust, which has about 35 schools across Central and South London, Surrey, extending to Reading and New Milton in Hampshire. The buyer invited offers through a competitive flexible procedure with three stages: an expression of interest and selection questionnaire, a proposal and tender stage, then presentations and interviews. Responses at the first stage are scored, with the highest-scoring four or five bidders invited to the next stage; three bidders are then shortlisted to present. Enquiries were due by 27 November 2026 at 17:00, and tender submissions by 4 December 2026 at 12:00. The contract is due to run from 1 August 2027 to 31 July 2030, with two possible one-year extensions, to 31 July 2032. The secondary and SEN schools lot is valued at £13,808,000 excluding VAT (£16,569,600 including VAT); the primary schools lot at £7,275,550 excluding VAT (£8,730,660 including VAT). Each lot is evaluated 80% on technical responses and 20% on financial status.

The opportunity suits established school caterers able to serve multiple sites across a broad area, with operational capacity to deliver term-time meals for pupils and staff, and visitors where required. Suppliers need to demonstrate technical capability and a sound financial position in the selection questionnaire. The later tender stage requires a financial proposal and detailed responses to technical questions; shortlisted bidders must present their operational proposal and food offer to the Trust, schools and Educo. The service calls for menu planning that delivers nutritional balance and uses quality produce, while meeting the School Food Plan and Food for Life Silver Standards. Suppliers must also be able to maintain efficient day-to-day catering and a good standard of presentation across either primary schools or secondary and SEN schools.
