Summary of the contracting process

Ofcom intends to replace an end-of-life pedestal and controller with a small parabolic satellite dish system at its monitoring site in Baldock. The requirement is for a 90 cm dish, an updated pedestal and measurement system, while retaining the current equipment’s capabilities. The system must be controllable through software or an online graphical interface and able to measure and track selected satellites, for example using TLE data. The equipment will support Ofcom’s satellite monitoring and interference detection capability. This is a goods requirement for satellite dishes and related satellite communications equipment, with delivery and installation at Baldock. Ofcom is seeking supplier input on the options and solutions available before shaping a future procurement.

The process is at the planning stage: Ofcom is undertaking preliminary market engagement, not inviting tenders. It plans to use a questionnaire to understand available solutions and supplier interest; responses are expected by Ofcom by 12 noon on 18 November 2026. The buyer expects the future contract to run from 4 January 2027 to 4 January 2028. The stated estimated value is £100,000 gross. The procurement is presented as a single requirement rather than separate lots. This engagement will inform the most suitable and proportionate procurement process, but the procedure, competition arrangements and evaluation criteria for that future process have not yet been established.

This engagement is relevant to suppliers able to provide small parabolic satellite dishes and associated pedestal, controller and measurement systems, particularly those with expertise in satellite monitoring and interference detection. The system needs to work with software or an online graphical interface and track selected satellites, with TLE data given as an example. Suppliers should be able to propose solutions that reinstate the existing capability while using updated equipment. Ofcom is seeking market input on available options and supplier interest, so manufacturers, integrators and specialist suppliers with suitable equipment and system-control capabilities are well placed to contribute at this planning stage. The engagement may help inform the design of a later competition; it is not a request for bids for the equipment.
