Summary of the contracting process

Arun District Council is planning to procure environmental enforcement services across the district. The contractor would administer Fixed Penalty Notices and Parking Charge Notices, from issuing notices and handling payments through to associated legal work, including the Single Justice Procedure and prosecutions. The council expects enforcement to focus mainly on litter, with a smaller amount relating to dog-control offences under Public Space Protection Orders. The service is intended to provide an enforcement presence throughout the year, 364 days annually. This is a planned services contract, with market engagement intended to help the council refine its specification and prepare the future tender.

The process is at the planning stage: the council has not yet invited tenders. It plans to consult the market through a questionnaire covering commercial viability, staffing and coverage, mobilisation, operations, sustainability and transport, council facilities, data and technology, and market capacity. Feedback is due by 27 November 2026. The council expects to publish a further notice on 25 January 2027. The anticipated contract is six years, with an initial period from 1 April 2027 to 31 March 2030 and an extension possible to 31 March 2033. Its approximate estimated value is £3 million, or £3.6 million including VAT. The contractor would share a fixed percentage of revenue from paid notices, to be set in the future tender.

This work is likely to suit enforcement providers able to combine a reliable, district-wide field presence with the administration of penalty notices, payment processing and legal casework through to prosecution. Suppliers will need capacity to maintain coverage 364 days a year, and to mobilise and manage operational resources across the service. Experience with litter enforcement and parking charge notices is directly relevant; capability in dog-control enforcement may also be useful. The council’s planned market engagement signals interest in practical input on staffing, mobilisation, operational delivery, sustainability and transport, accommodation, data and technology, commercial viability and overall market capacity. Providers able to explain how their operating model can support these requirements are well placed to inform the future specification.
