Summary of the contracting process

Sanctuary Care Limited is considering outsourced window-cleaning and gutter-clearance services for its care homes. The expected work covers planned and reactive external window cleaning, including glass, frames and sills; internal cleaning in communal areas where required; and cleaning of conservatories and other glazed areas. Gutter work would include removing leaves, moss, silt, vegetation and other debris, clearing downpipes and hopper heads, and unblocking them to restore rainwater flow. Suppliers may also be asked to inspect gutters, joints, brackets and downpipes, report defects or maintenance needs, provide photographic or other completion evidence, and attend reactively to blockages. Delivery is expected across Sanctuary Care’s homes in England and Scotland. The organisation operates 108 not-for-profit care homes providing residential, nursing, dementia, palliative and respite care.

This is at the planning stage: Sanctuary Care is conducting preliminary market engagement to shape its requirements and procurement strategy, not inviting tenders. Suppliers are asked to share views on market capability, geographic coverage, service delivery, commercial arrangements and how the work could be structured. The engagement questionnaire is due by 15 November 2026. The buyer expects a subsequent procurement notice on 12 January 2027. The stated estimated value is £625,000 excluding VAT (£750,000 including VAT). A single lot is shown as suitable for SMEs, with an indicated contract period from 1 July 2027 to 29 June 2030. The scope, contract duration, extension options and commercial arrangements remain under development; supplier feedback is intended to inform them. No evaluation criteria or procurement procedure are set out at this stage.

The buyer explicitly welcomes responses from suppliers of all sizes, including SMEs, regional and local firms, and businesses able to cover only part of the geographic area or service scope. This makes the market engagement relevant to specialist window cleaners, gutter-clearance contractors and providers able to coordinate both services, whether operating nationally or in a local area. Providers with capacity for planned visits as well as reactive call-outs may have useful input, particularly on geographic coverage and practical service delivery across care homes. Experience inspecting drainage components, identifying defects, clearing blockages and supplying photographic or other completion evidence would align with the anticipated work. Sanctuary Care is seeking feedback to shape a competitive and sustainable arrangement; participation is voluntary, is not supplier selection and is not a condition of any later tender. Respondents bear their own engagement costs. No specific qualifications or accreditations are described.

Any future procurement opportunity will be advertised separately and interested organisations will need to participate in that process should they wish to be considered for contract award. Sanctuary reserves the right to amend the scope described during this engagement and no commitment is made at this stage to commence a procurement process. Information received may be used to develop the requirements, procurement strategy, procurement documents and contractual arrangements for any subsequent procurement, subject to applicable legal obligations and appropriate protection of confidential information.
