Summary of the contracting process

Milborne Port Parish Council is seeking cemetery grounds maintenance services in Milborne Port. The work covers keeping the cemetery tidy, cutting and strimming grass around graves, kerbing, headstones and memorials, and maintaining the extension and areas beneath trees. It also includes litter-picking throughout, keeping paths weed-free with tidy edges, and cutting the inside of the hedges, including those along the roadside and top of the cemetery. Grass cutting and strimming is required in summer, including when heat has stopped the grass growing but weeds continue to grow. The extension hedge is maintained under a separate tractor-and-flail contract. The service is grounds maintenance (CPV 77314000), delivered at the cemetery in the United Kingdom.

The council invited offers through an open competition under a below-threshold procedure. The procurement reached tender, with invitations to submit offers. The deadline for questions was 20 November 2026 at 23:59 UTC, and the tender submission deadline was 30 November 2026 at 23:59 UTC. The contract is for the calendar year from 1 January to 31 December 2027. The stated gross value is £6,000. There is one lot. Evaluation ranks service quality first, value for money second and local contractor status third. Quality assessment considers reliability, working without supervision, maintaining all specified areas to a high standard and removing and disposing of waste. Value for money compares the annual service cost with quality. Local contractors are preferred.

This opportunity is suited to grounds maintenance contractors, including small and medium-sized businesses, able to provide dependable, regular cemetery upkeep. Suppliers should be capable of cutting and strimming grass around graves, kerbing, headstones and memorials, maintaining grass in the cemetery extension, litter-picking, controlling weeds on paths and keeping edges tidy. They must be able to cut the specified internal hedges and handle green waste and litter removal and disposal. The buyer places particular weight on contractors who can work reliably without supervision, follow the required schedule and maintain a sensitive site to a high standard. Local contractors are preferred, so firms serving Milborne Port and its surrounding area may be well placed to compete. The extension hedge is outside this work, as it is covered by a separate contract.
