Summary of the contracting process

Shropshire Council is considering a supply and support service for point-of-care blood testing in its NHS Health Check programme. The requirement centres on maintaining the existing Afinion AS100 and Afinion 2 analysers used in general practices, enabling lipid and HbA1c testing during a single appointment to support cardiovascular risk assessment, follow-up and referral. The supply would include authorised Abbott test cartridges, reagents, internal quality-control materials and ancillary items, alongside training, technical support, maintenance and options for equipment repair or replacement. The Council operates around 30 analysers and is seeking to retain and improve its equipment stock. Delivery is for the Council’s programme in Shropshire.

This is at the planning stage: Shropshire Council has set out an intention to procure but has not issued an invitation to tender or committed to buy. It is conducting preliminary market engagement to inform the specification and future procurement approach; suppliers were asked to respond to the engagement questionnaire by 9 November 2026. The Council expects the service period to run from 1 April 2027 to 31 March 2028, with a possible extension to 31 March 2030. The stated annual estimate is £75,000–£85,000, and the overall estimated value is £255,000 including VAT. Volumes are indicative, not guaranteed: estimated annual requirements are 9,000 lipid and 5,000 HbA1c cassettes. The procurement is not divided into lots.

This requirement is suited to suppliers already able to support Afinion AS100 and Afinion 2 point-of-care analysers, rather than suppliers offering unrelated testing platforms. Relevant strengths include reliable access to authorised Abbott consumables, reagents and quality-control materials, plus the ability to maintain equipment and provide repairs or replacement options. The Council is seeking dependable delivery, technical support, initial and refresher training, and arrangements that sustain clinical governance, quality assurance and regulatory compliance. Suppliers should be prepared to evidence compliance of supplied devices and consumables with applicable UK medical-device legislation, including relevant conformity marking and MHRA registration requirements. Capacity to meet the stated indicative cassette demand, provide timely supply and support, and offer clear management information and service improvements will be important when shaping a future procurement.

Planning Information

Engagement deadline Organisations are invited to review the initial specification provided by the Council and complete the preliminary engagement questionnaire also provided by the Council, by COP 9th November 2026 . Engagement process description. The purpose of this preliminary market engagement is to understand the market’s capability, capacity and readiness to meet the Council’s indicative requirements. This exercise is for information-gathering only and does not form part of a competitive procurement process. Participation will not give a supplier any advantage in a future procurement, and non-participation will not prevent a supplier from taking part in any subsequent opportunity. Interested suppliers will be invited to respond to a short set of market-engagement questions covering their ability to supply and support the existing Afinion AS100 and Afinion 2 equipment; availability of authorised consumables and quality-control materials; maintenance, technical support and training arrangements; delivery capacity; indicative lead times and pricing; and any minimum order or contractual requirements. The questions are available in the Market Engagement section below. Completed responses should be be submitted through Delta, our electronic tender portal www.delta-esourcing.com by the engagement deadline stated above.
