Summary of the contracting process

Royal Papworth Hospital NHS Foundation Trust intends to procure a cardiac magnetic resonance (CMR) post-processing software package, with support and licensing, for use in its Radiology service in Cambridge. The system will process cardiac MRI data to calculate ventricular stroke volume, ejection fraction, end-diastolic and end-systolic volumes and masses. It will also measure flow patterns, pulmonary vein and artery flow, aortic size and shunt sizes; quantify cardiac perfusion; support 2D and 4D flow; and produce 3D reconstructions of vascular and cardiac structures. The software is intended to support detailed clinical calculations and diagnostics that benefit patient care, while also holding data for research use. This is a medical software and associated support service requirement.

This is at the planning stage: the Trust has set out its intention to procure, but has not yet invited tenders. It expects to use an open procedure under the Procurement Act 2023 for an above-threshold procurement. The Trust is seeking supplier feedback on the requirements, deliverability, competition, implementation timescales and whole-life cost drivers, with feedback intended to inform the specification. The buyer expects to publish a further procurement notice on 7 December 2026. The contract is estimated at £32,000 excluding VAT (£38,000 including VAT). The single lot is planned to run from 1 February 2027 to 30 June 2028, with an extension possible until 30 June 2032. The lot is identified as suitable for small and medium-sized businesses; no evaluation criteria are set out at this stage.

The requirement is likely to suit suppliers of specialist medical imaging software who can provide cardiac MRI post-processing alongside ongoing support and licensing. Relevant capability includes accurate ventricular function and volume calculations, flow and perfusion analysis, shunt quantification, 2D and 4D flow processing, and three-dimensional reconstruction of cardiac and vascular anatomy. Suppliers should be prepared to explain how their solutions support Radiology workflows, contribute to patient safety and service quality, and enable research use of stored data. The planned market engagement is a chance to present practical evidence about available solutions, implementation feasibility, barriers to competition and whole-life cost drivers, and to suggest supplier-neutral refinements to the requirements. The Trust is also seeking feedback on clarification needs and the likely effects of proposed requirements on cost and deliverability.

Notice Information

Notice Title

Cardiac Magnetic Resonance Post-Processing Software

Notice Description

Support and licensing agreement for Cardiac Magnetic Resonance (CMR) Post-Processing Software system to be used in Radiology for calculation of stroke volume, ejection fraction, and end-diastolic and end-systolic volumes and masses of cardiac ventricles. * Measure of flow patterns, pulmonary vein and artery flow, Aortic size, and quantification of shunt sizes. * Display of cardiac perfusion with quantification * 2 and 4D flow * 3 D recons of vascular and cardiac structures The clinical specifics are that the system benefits workstreams with post processing in-depth calculations and diagnostics that ultimately benefit the patient healthcare. It also holds data that can be used for research purposes.

Planning Information

Royal Papworth Hospital NHS Foundation Trust invites suppliers to register their interest and comment on its Statement of Requirements for a cardiac magnetic resonance post-processing software package. We seek practical evidence of available solutions, barriers to competition, realistic implementation timescales and whole-life cost drivers. Please identify requirements that need clarification or amendment, suggest supplier-neutral alternatives, and explain the effect on patient safety, service quality, cost and deliverability. Your feedback will help us test deliverability, refine the specification and prepare an above-threshold procurement using the open procedure under the Procurement Act 2023.
