Summary of the contracting process

University College London Hospitals NHS Foundation Trust is procuring dental laboratory services through four specialisms: fixed prosthodontics, removable prosthodontics, orthodontics and restorative dentistry. The scope includes tooth- and implant-supported crowns, bridges and full-mouth reconstruction; dentures, retainers, splints and surgical or radiographic templates; fixed and removable orthodontic appliances; and dental and facial prostheses for patients undergoing treatment for head and neck lesions, including care around surgery, radiotherapy or chemotherapy. Restorative work may include prostheses for the nose, eye or ear, often retained by dental implants. Suppliers can compete for one or more of the four lots. The framework is for UCLH’s internal use, with work delivered in support of its hospital services in London.

UCLH invited offers using a competitive flexible procedure to establish an open framework, with competition reopened when work is awarded. The process reached tender. The enquiry deadline was 23 November 2026 at 13:00 UTC and the tender submission deadline was 4 December 2026 at 13:00 UTC. The framework’s initial contract period runs from 15 June 2027 to 14 June 2030. The estimated value is £3,332,250 excluding VAT (£3,998,700 including VAT); each lot is estimated at £833,062.50 excluding VAT (£999,675 including VAT). Up to five suppliers may be appointed to each lot. Evaluation for every lot weights quality at 70% (service delivery, staffing, standards and reporting), social value at 10%, and price at 20%.

The opportunity suits dental laboratories able to provide specialist work in one or more of the four fields, and the buyer identifies the lots as suitable for small and medium-sized enterprises. Relevant capability ranges from complex implant-retained and full-mouth prosthodontics to advanced removable appliances, functional orthodontics and prostheses for patients with head and neck conditions. Suppliers should be able to demonstrate reliable service delivery, suitable staffing, appropriate standards and effective reporting, as these quality aspects make up most of the evaluation. Social value is also assessed, alongside price. Work allocation is intended to take account of providers’ current capacity, so firms need to be able to manage changing demand as well as deliver the relevant technical services. The multi-supplier framework provides a route for capable specialist providers to compete for work within their chosen lot or lots.
