Summary of the contracting process

East of England Ambulance Service NHS Trust is procuring neurodiversity awareness training and related learning resources to support an inclusive, neuro-affirmative workplace. The supplier will co-design, develop and deliver training for managers and specialist Trust functions, a managers’ toolkit, e-learning, neurodiversity champions training and train-the-trainer provision. The programme is intended to improve understanding of neurodiversity, help managers support neurodivergent colleagues, encourage inclusive leadership and workplace practices, and support employee wellbeing and retention. It is also intended to help the Trust meet its equality obligations and put reasonable adjustments into practice. The training and resources will serve the Trust and participating ambulance services across the United Kingdom. The procurement is for education and training services.

The buyer invited offers through an open procedure to establish a light-touch framework agreement. The enquiry deadline was 11 November 2026 at 17:00, and the submission deadline was 23 November 2026 at 12:00. The award decision was due by 18 December 2026 at 23:59:59. The framework contract period runs from 1 January 2027 to 31 December 2030. Its estimated value is £1,000,000 excluding VAT and £1,200,000 including VAT. There is one lot, with a single framework participant; call-offs are to be made without reopening competition. East of England Ambulance Service NHS Trust, London Ambulance Service NHS Trust and four other ambulance trusts are listed as eligible buyers. Evaluation covers technical documents and commercial documents, with quality and price criteria; economic and technical selection criteria also apply.

This opportunity is suited to a training provider able to work collaboratively with the Trust to design and deliver a varied programme, rather than supply a single course. Relevant capability includes developing manager-focused learning and practical toolkits, training for specialist functions, accessible e-learning, champion development and train-the-trainer delivery. The programme needs to reflect current legislation, NHS workforce requirements and good practice, and to support neuro-inclusive communication, leadership and workplace practices. Suppliers should be equipped to help organisations understand neurodiversity, support neurodivergent staff and implement reasonable adjustments. The buyer describes the required provider as suitably qualified and experienced. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants, making this relevant to specialist providers as well as larger training organisations.
