Summary of the contracting process

East Riding of Yorkshire Council is exploring a proposed integrated lifestyles service for residents across the East Riding of Yorkshire. The service is intended to improve health and wellbeing through accessible prevention and support. Its anticipated scope includes the local stop-smoking service and brief advice on health and wellbeing topics. The Council is considering retaining comprehensive stop-smoking support while broadening the advice offer to cover areas such as vaping and nicotine dependence, physical activity, nutrition and mental wellbeing. The work is community health services. The final service scope and delivery model are still being developed through engagement with organisations that may be able to deliver it.

This is at the planning stage: the Council has announced its intention to procure, but has not invited tenders. The procurement is expected to be a single-lot service contract, with an estimated value of £2.205 million excluding VAT (£2.7 million including VAT). The anticipated contract period is 1 October 2027 to 30 September 2030, with a possible extension to 30 September 2032. The Council expects to publish a future procurement notice in June 2027. It is holding preliminary market engagement, including an in-person event at County Hall, Beverley, on 26 November 2026. Interested organisations were asked to register in advance and may be sent a questionnaire. Engagement is voluntary and gives no advantage or disadvantage in any later competition; the Council may decide not to proceed.

The service is marked as suitable for small and medium-sized enterprises, so providers of different sizes may be well placed to prepare. Organisations with experience delivering stop-smoking support and accessible health-promotion or prevention services are particularly relevant. The Council is interested in providers able to combine comprehensive smoking cessation with brief advice across a wider range of lifestyle and wellbeing issues, potentially including nicotine and vaping dependence, physical activity, nutrition and mental wellbeing. The engagement questionnaire is intended to explore organisational experience and capability, delivery capacity, independence from the tobacco, nicotine and vaping industries, and ability to meet the Council’s minimum insurance requirements. Providers can use the engagement to contribute practical risks, challenges and recommendations that may inform the future service design. No specific accreditation is identified.
