Summary of the contracting process

Mid and South Essex NHS Foundation Trust is seeking a strategic improvement partner to co-design, implement and embed an organisation-wide quality management system (QMS). The work includes developing improvement capability, leadership development and transferring skills so the Trust can sustain the system. This is a management consultancy and project management services requirement (CPV 79411000). Delivery covers the Trust’s areas in Essex and the wider South East, including Basildon, Southend-on-Sea and Thurrock, as well as locations in London. The opportunity is suitable for businesses providing organisational improvement, quality management and change implementation support, including smaller businesses and voluntary, community and social enterprises.

The Trust invited offers through an open competitive flexible procedure. Suppliers first undergo written technical evaluation, with the three highest-scoring bids progressing to a presentation evaluation. Enquiries were due by 20 November 2026 at 17:00, and bids by 1 December 2026 at 12:00. The intended contract period is 1 April 2027 to 31 March 2030. The estimated value is £3 million excluding VAT (£3.6 million including VAT). There is one lot. Evaluation weights technical quality at 70% and commercial price at 30%. Economic and technical selection requirements are set out in the ITT documents. Bids may be submitted electronically in English.

This is suited to consultancies and improvement partners able to work across a large NHS organisation, combining QMS design with practical implementation and lasting organisational change. Suppliers should be capable of building improvement skills and leadership capability, while transferring knowledge so the Trust can sustain the approach beyond the partner’s involvement. The requirement favours teams able to co-design with stakeholders and support organisation-wide embedding rather than provide advice alone. Smaller businesses and voluntary, community and social enterprises are identified as suitable, so suppliers of those types can compete. Technical quality is the main differentiator in evaluation, making evidence of relevant improvement and quality-management expertise, strong delivery methods and effective skills-transfer experience commercially important. The procedure also includes a presentation stage for the three highest-scoring written technical submissions.
