Summary of the contracting process

Old Etonian Housing Association Limited is seeking a provider to take on its housing management and maintenance services in full. The successful supplier will manage the association’s homes and carry out the functions required under tenancy agreements, alongside providing financial services. The work includes tenancy management, responsive repairs, planned and cyclical maintenance, work to prepare empty homes, compliance and financial management, including arrears. The services are to be delivered across England, covering the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West. This is a residential social housing management and maintenance service (CPV 70300000).

The buyer invited offers through a two-stage competitive flexible procedure: suppliers first submitted requests to participate for shortlisting, with up to three shortlisted suppliers to be invited to tender. The buyer set 9 November 2026 as the deadline for enquiries and 19 November 2026 as the deadline for expressions of interest; both deadlines are at 23:59 UTC. The contract is scheduled to run from 15 February 2027 to 14 February 2032, a five-year term. The estimated value is £400,000 excluding VAT (£480,000 including VAT). There is one lot. Bidders also need financial standing sufficient to deliver the contract over its full term, supported by recent accounts, management accounts or equivalent evidence of turnover and financial stability. The successful supplier must confirm it will hold employer’s liability, public liability and professional indemnity insurance at the required levels from contract commencement.
