Summary of the contracting process

Glen Oaks Housing Association is procuring common-area cleaning for properties it owns or factors in Arden, Glasgow. The work covers communal stairs, floors and landings; walls, ceilings and the undersides of stairs and landings; windows, frames and sills; shared entrance doors, utility boxes and light fittings; and pathways approaching the buildings. Cleaning tasks are to be delivered weekly, monthly or annually, according to the specification. The property list and scope may change during the contract, and the association may add locations in Arden if its requirements change or it acquires further housing stock. This is a building and communal-area cleaning service (CPV 90910000).

The buyer invited tenders through an open, single-stage procedure, with electronic submissions accepted. The submission deadline was 30 November 2026 at 12:00 UTC; bids were to remain valid until 26 February 2027. The planned service start is 1 April 2027. The initial term is three years, with two optional 12-month extensions at the association’s discretion, allowing up to five years in total. The estimated contract value is £585,000; the optional extensions are estimated at £117,000 per year, excluding VAT. Quality accounts for 60% of the evaluation and price for 40%. Technical and professional ability responses are scored pass or fail: each question requires at least 2 out of 5, and a lower score means the rest of the bid will not be evaluated.

The opportunity suits cleaning contractors with experience in communal housing areas and the capacity to maintain shared interiors and exterior approaches across a changing property list. Bidders must provide three examples of comparable common-close cleaning work, show access to suitable tools, plant and technical equipment, and report average annual workforce and management staffing for the previous three years. The financial threshold is a general or average annual turnover of at least £234,000 over the previous two years. Employers’ liability and public liability insurance of £5 million each are required, or bidders must commit to obtaining these before contract start. Contractors using subcontractors must demonstrate supply-chain tracking and management systems, including effective prompt payment arrangements. Staff names and qualifications must also be provided. Performance is monitored against key indicators, with remedial plans required if standards fall below the accepted level.
