Summary of the contracting process

The University of Glasgow is buying a high-performance, narrow-linewidth continuous-wave tunable laser system (laboratory and optical equipment; CPV 38000000). The requirement covers supply and delivery of the system, followed by installation, commissioning and support. The equipment is for the University’s requirements, with delivery in Glasgow. The buyer expects the supplier to provide an end-to-end solution rather than equipment alone, including bringing the laser into operation and supporting it. The requirement is presented as a single contract, covering the laser system and associated delivery, installation, commissioning and support services.

The buyer invited offers through a competitive procedure with negotiation, with electronic tender submissions. This process reached the tender stage. The tender submission deadline was 30 November 2026 at 12:00 GMT; the invitation date for the next stage was also set as 30 November 2026. The initial contract term is 24 months, with options to extend for two further 12-month periods. The estimated contract value is approximately £200,000, as indicated by the turnover threshold. At least three candidates may be invited to the next stage. Evaluation assigns 40% to price and 60% to quality: technical specification (29%), technical service support (10%), environmental and sustainability factors (4%), and delivery, installation and acceptance testing (17%). Variants are not allowed.

This opportunity is suited to specialist suppliers of high-performance tunable laser systems with the capability to deliver, install and commission precision optical equipment, provide acceptance testing, and support the system after installation. Bidders need to demonstrate suitable technical service-support capability and address environmental and sustainability considerations as part of their offer. Participation also requires product liability cover of at least £1 million per claim or series of claims, public liability and employer’s liability cover of at least £5 million each, and professional indemnity cover of at least £1 million per claim or series of claims. Suppliers must show at least one year of accounts and annual turnover of at least £200,000. The buyer also seeks commitments to community benefits, such as training, workforce development, equality initiatives, supply-chain opportunities for SMEs and supported businesses, or educational support.
