Summary of the contracting process

Cambridgeshire and Peterborough Combined Authority is planning a regional data platform. The intended requirement covers data services and supporting IT, including data capture, analysis and management, database services, and data network management and support. The market engagement will help shape the platform’s requirements and delivery approach, including migration, integration, administration and ongoing support. The Authority also wants to explore interoperability, data portability, future development and effective exit arrangements. The platform is intended to support an operational minimum viable product. Delivery is associated with the Cambridgeshire and Peterborough area, including Huntingdon and Peterborough. This is an early-stage proposal: the Authority is consulting suppliers to understand available products, services and delivery models before deciding the final scope and approach. The procurement has not yet been launched.

The process is at planning and there is no invitation to tender. The Authority is conducting preliminary market engagement to refine the requirement, procurement strategy, commercial model, timetable and specification; it is not obliged to proceed. A Microsoft Teams presentation is scheduled for 17 November 2026, with wider market engagement intended throughout November 2026. Suppliers are expected to register through the In-tend portal to attend; the Authority plans to circulate presentation materials and a questionnaire afterwards, and may seek further information or demonstrations. The Authority intends to start a procurement in January 2027, subject to change. Its stated aim is to test feasibility of an operational minimum viable product by May 2027. The planned contract period is March 2027 to March 2030, with possible extension to March 2031. No procedure, evaluation criteria or contract value has yet been set out.

This engagement is relevant to suppliers able to provide a regional data platform and combine data engineering and management with implementation and continuing operational support. Providers with experience in data migration, system integration, administration, data analysis, capture and database or network services are well placed to contribute to shaping the requirement. The Authority is seeking market insight on technical and service approaches, delivery models, pricing and contract structures, whole-life costs, cost drivers, and risks and dependencies. It also wants to hear how solutions can support interoperability, portability of data, future development and effective exit, as well as innovative or alternative approaches that may deliver the intended outcomes more effectively or economically. Suppliers can inform the design before the procurement is defined. Taking part in engagement does not confer an advantage or create a right in any future competition, and choosing not to take part will not prejudice a supplier.

Planning Information

3.1. The Authority will hold a preliminary market engagement presentation using Microsoft Teams. Suppliers wishing to attend should register via the In-trend e-procurement portal with organisation name, attendees names, attendees job titles and email addresses of all attendees (if one person is responding on behalf of multiple). Registered suppliers will receive a Microsoft Teams invitation before the meeting. Following the session, the Authority will circulate the presentation materials and a written questionnaire to interested suppliers. Responses will be used to refine the requirement, procurement strategy, commercial model, timetable and future specification. Following analysis of the questionnaire, the Authority may request further information, demonstrations or presentations to verify responses contained within the questionnaire. Any such activity will be managed in a way that maintains equal treatment, protects commercially sensitive information and avoids giving any supplier an unfair advantage. Participation in the presentation or questionnaire is not a condition of participation in any future procurement. 3.2. Market engagement will be conducted throughout November 2026, and it is intended that a procurement will be started during January 2027 (subject to change). https://in-tendhost.co.uk/cambridgeshirepeterborough-ca
