Summary of the contracting process

The College of Agriculture, Food & Rural Enterprise (CAFRE) is seeking graphic design, artwork and print management services to develop its corporate brand across the range of communication methods it uses. The work covers design and artwork as well as managing print requirements, including printing, finishing, proofreading and delivery or distribution. CAFRE is the buying organisation; the procurement is managed centrally by CPD – Supplies and Services Division in Belfast. The services support CAFRE’s communications and brand application. The requirement is a single package of services and is identified as suitable for small and medium-sized enterprises. The scope is described further in the tender specification.

CAFRE invited tenders through an open procedure. The enquiry deadline was 20 November 2026 at 15:00, and the tender submission deadline was 30 November 2026 at 15:00. Bids were to be submitted electronically through eTendersNI, in English. The single contract was scheduled to run from 1 February 2027 to 31 January 2030, with two optional 12-month extensions, subject to review and satisfactory performance; the maximum end date is 31 January 2032. The estimated value is £2,000,000 excluding VAT (£2,400,000 including VAT), taking account of optional extensions and services; there is no guaranteed level of business. Evaluation assigns 40% to total contract price and 60% to quality, covering team and account-manager experience, methodology, contract management and social value.

This opportunity is suited to suppliers able to deliver coordinated creative and production services: developing a corporate brand through graphic design and artwork, then managing print production and related services through to finishing and distribution. Bidders should be able to propose an experienced delivery team and an experienced key account manager, with a credible methodology and effective contract-management arrangements. The evaluation gives substantial weight to these quality factors alongside social value, so suppliers will need to explain how they will deliver the work and manage the relationship, as well as price it. CAFRE identifies the requirement as suitable for SMEs, making it relevant to smaller firms with the breadth and capacity to handle the combined design, artwork and print-management scope, either directly or through delivery partners. No specific accreditation is stated in the procurement information.
