Summary of the contracting process

Armagh City, Banbridge and Craigavon Borough Council is seeking contractors to control and eradicate invasive Rhododendron ponticum across a designated 50-hectare area at Peatlands Park Special Area of Conservation in County Armagh. The work includes scrub and weed clearance as part of peatland restoration. Its purpose is to remove this non-native invasive plant, supporting wider efforts to restore peatlands, improve biodiversity and address climate change. The PEAT+ partnership also aims to help recover threatened species associated with peatland habitats, including golden plover and the large heath butterfly. This contract covers the specified control area at Peatlands Park, rather than the wider programme of restoration across Northern Ireland and the border counties of Ireland.

The Council invited tenders through an open competition. The process reached the tender stage, when the buyer invited offers. The single lot is for works, with an estimated value of £200,000 excluding VAT (£240,000 including VAT). The contract period runs from 2 November 2026 to 26 February 2027. The deadline for enquiries was 16 November 2026 at 23:59, and the tender submission deadline was 23 November 2026 at 23:59. Electronic submission was allowed. Offers are evaluated on a 75% cost and 25% quality basis.

This requirement is suited to contractors with experience controlling and eradicating invasive plants, particularly Rhododendron ponticum, and carrying out scrub clearance or ecological restoration work. The Council is seeking suitably experienced, environmentally conscious and qualified contractors. Suppliers should be able to plan and deliver vegetation control across a substantial designated area within a protected peatland site, while supporting the restoration objectives for habitat and biodiversity. The work may suit land-management, forestry, weed-control and environmental-works businesses with the capability to undertake site-based clearance and invasive-species treatment. The stated purpose connects the physical work to peatland restoration and recovery of species associated with these habitats.
