Summary of the contracting process

Fife Council is procuring window-cleaning services through a framework covering four areas: Cupar and North-west Fife; St Andrews and North-east Fife; Kirkcaldy, Glenrothes and Central Fife; and Dunfermline and West Fife. The work is intended to provide reliable, cost-effective, high-quality services that meet the Council’s operational requirements. Services are to be delivered across these areas of Fife. The procurement is divided into four lots, each corresponding to one of the geographic areas, so suppliers can identify the part or parts of Fife relevant to their operations.

The process reached the tender stage: Fife Council invited offers through an open procedure to establish a framework agreement. The tender deadline was 2 December 2026 at 12:00 noon, with bids submitted electronically in English. The contract period for each lot is 1,440 days. Each lot has an estimated value of £280,000; these are separate lot values. Award is weighted 70% on price and 30% on quality. The Council may monitor any community benefit commitments included in a bid.
