Summary of the contracting process

Royal Botanic Gardens, Kew is seeking a principal contractor for conservation, refurbishment and accessibility works to the Grade I listed Palm House at Kew, within the UNESCO World Heritage Site. The package covers the historic structure and associated elements: replacing glazing; conserving wrought and cast ironwork; overhauling the historic ventilation system; repairing stonework and dado; restoring rainwater goods; accessibility improvements, internal alterations, mechanical and electrical works, and enabling works. The work is in Richmond and must be coordinated with visitors, staff, living collections and ongoing garden operations in an operational heritage setting. Decarbonisation and landscaping are separate packages and are outside this contract. This is a building construction project, with the emphasis on specialist work to a historic glasshouse rather than general new-build construction.

The buyer invited offers through a two-stage competitive flexible procedure. This is a selective process; the tender set 9 December 2026 at 23:59 as both the enquiry deadline and the deadline for expressions of interest. The estimated award decision date is 10 August 2027. The contract period runs from 10 August 2027 to 5 December 2029. The estimated value is £20 million excluding VAT (£24 million including VAT). There is one lot, and the stated suitability includes small and medium-sized businesses. Evaluation is based on quality, with weighted criteria covering company technical capability, relevant project experience, conservation methodology and understanding of historic structures, supply-chain capability, quality and corrosion protection, principal contractor experience, CDM and health and safety, working in live environments, and programme and risk control.

This opportunity is suited to a principal contractor able to manage a substantial, multidisciplinary conservation and refurbishment project, supported by specialist supply-chain partners. Bidders will need to demonstrate relevant experience on historic structures and a credible conservation methodology, alongside technical capability in glazing, ironwork, ventilation, stonework and rainwater goods. Strong delivery planning is important: the contractor must coordinate trades and control programme and risk while the gardens remain operational and visitors, staff and living collections are present. The evaluation also places weight on health and safety under CDM, quality assurance and corrosion protection, and experience in live environments. The lot is identified as suitable for SMEs, which may be relevant to capable specialist contractors or firms able to assemble and manage an appropriate delivery team.
