Summary of the contracting process

Filton Town Council is seeking an event-management contractor to produce Filton Festival in 2027 and for the following two years. The contractor will plan and deliver the festival, developing its programme and content while making it accessible and welcoming to diverse communities. The event is held at Elm Park in Filton and aims to showcase local talent and heritage, promote council facilities, support local businesses and projects, and attract residents and visitors. The council wants the festival to grow while remaining safe, sustainable and relevant to the town. The work includes building local partnerships, involving residents and young people, managing crowds and alcohol, handling waste and protecting the park. The festival has previously attracted more than 2,000 visitors and participants in a single day.

Filton Town Council invited offers through an open competition for this below-threshold service contract. The process reached the tender stage. The submission deadline was 30 November 2026 at 23:59 UTC, and the deadline for enquiries was 23 November 2026 at 23:59 UTC. The contract period is 1 February to 5 July 2027, while the festival production commitment continues for two successive years after 2027. The single lot has an estimated value of £28,000 excluding VAT (£33,600 including VAT). The Council will decide the award. Proposals will be assessed on how well they show the supplier can deliver the festival in line with the Council’s aims, values and performance measures; bidders should demonstrate relevant ability and a proven record of organising and running similar events.

This opportunity suits event-production businesses, including SMEs, with a proven track record of organising and delivering comparable public festivals. Suppliers will need to manage the full event operation and associated costs, generate income to support delivery, and balance commercial viability with a high-quality, safe and environmentally sustainable event. Strong proposals will show how the festival can broaden participation, improve accessibility, involve local communities and young people, and develop partnerships and fresh programming. The contractor must meet event-management standards and comply with health and safety requirements, coordinate alcohol management with the Council and relevant agencies, and respond to public and stakeholder feedback. Practical capability in crowd management, site protection and reinstatement, and contingency planning for severe weather or pandemic-related cancellation will also be important. The Council welcomes ideas for growing the festival.
