Notice Description

Lot Information

Rejuvenation and Scrub Clearance Works

The framework is for the supply of Sands of LIFE (LIFE 17 NAT/UK/000023): Conservation and Fencing. The purpose of the requirement is the purchase of works and services to carry out conservation actions in the Sands of LIFE bid. These include rejuvenation works by creating frontal dune notches and re-profiling through turf stripping; mowing; scraping and lowering dune slacks; management of invasive scrub; controlling non-native invasive species and fencing to facilitate grazing. Sand dunes in Wales are rare and threatened, accounting for 11% (8,101ha) of the total UK sand dune resource (71,569ha) and just 0.3% of the land surface of Wales. Dynamic conditions are vital for maintaining the favourable condition of sand dune habitats and species. However, sand dunes across Europe are currently in a phase of dune stability and lacking dynamic conditions. In the UK all the Annex I sand dune habitats are in Unfavourable conservation status, (similarly reflected across the Atlantic Biogeographic Region). Stabilisation of sand dune habitats has not only resulted in Unfavourable conservation status, but also the loss or decline of those species which depend upon bare sand and early successional sand dune stages. Restoration of dynamic processes will allow the free movement of sand and the resulting rain of calcareous sand will improve conditions for all Haibtats Directive Annex I sand dune habitats, but specifically for the development and favourable maintenance of priority dune grassland habitat (H2130*). The aim of this project is to achieve favourable conservation status of 5 Habitats Directive Annex I habitats and 3 Annex II species on 10 sites (in 4 Special Areas of Conservation sites) equating to 2403ha (62%) of Welsh sand dune habitat.

Vegetation Management

Invasive Species Control The main specification for invasive species work may include (but not limited to) the following: Hand Removal Mowing/Strimming Mulching Spraying Excavation Removal of arisings/waste Mowing Mowing sand dune vegetation can vastly improve the quality of the vegetation. Mowing reduces the fertility of the sward and favours less robust species so typical of good quality sand dune habitats. Mowing provides a shorter sward reducing the negative effects from the coarse grasses and other competitive species. Mowing the grassland will make the habitat more suitable for rabbit grazing.

Fencing

This lot is split into 2 regional sub-lots: Lot 3a: Fencing South Wales Lot 3b: Fencing North Wales The main specifications for fencing work requirement (but not limited to) are as follows: Chestnut fencing Pressure Treated Fencing V-shaped gates Farm gates

"description": "The framework is for the supply of Sands of LIFE (LIFE 17 NAT/UK/000023): Conservation and Fencing. The aim of this project is to achieve favourable conservation status of 5 Habitats Directive Annex I habitats and 3 Annex II species on 10 sites (in 4 Special Areas of Conservation sites) equating to 2403ha (62%) of Welsh sand dune habitat.",

Mowing reduces the fertility of the sward and favours less robust species so typical of good quality sand dune habitats. Mowing provides a shorter sward reducing the negative effects from the coarse grasses and other competitive species. Mowing the grassland will make the habitat more suitable for rabbit grazing.",

Extended sickness of team members (amounting to 3 years in total) 3. Unexploded ordnance health and safety risks greater than original SoLIFE submission, with eight rather than two sites being of moderate or high risk. 4. Lack of permission from some landowners to carry out works, including for example, significant delays due to the death of a private land owner. 5. Corporate reorganisation and loss of dedicated, experienced site managers 6. Changes from public to private management of two major sites 7. Regulatory consents and constraints greater than anticipated in the original proposal 8. Changing national market conditions due to Covid and Brexit, ie, labour supply, supply chain, fuel costs etc 9. Additional preparatory and follow-up works greater than anticipated, e.g significant growth of scrub due to delays as described above."
