Summary of the contracting process

The Swansea Bay University Health Board is conducting a procurement process titled "Outsourcing Facility Only," aimed at addressing the increased demand for operating theatre capacity due to the COVID-19 pandemic. This process is classified under the health industry and involves a limited procurement method, permitting awards without prior publication of calls for competition. The contract is centred in the UK, specifically covering delivery addresses in Port Talbot and Newport, with critical timelines set for the contract's award notice published recently. The last date for contract signing was on 16th June 2021.

This tender presents significant opportunities for businesses involved in providing healthcare services and related operational support. Companies such as independent hospitals and theatre service providers, particularly those with the capability to offer additional theatre capacity, would be well-positioned to compete. Engaging with this tender could help such businesses expand their operations and support the urgent needs of the health sector in response to the backlog of patient care exacerbated by the pandemic.

Notice Title

Outsourcing Facility Only

Notice Description

Facility only contracts for use of operating theatres with the Independent Providers, namely Sancta Maria Hospital, Swansea and St Joseph Hospital, Newport.

Lot Information

Lot 1

The Health Board has historically had significant gaps in capacity and demand across a number of specialties, which have been previously managed through short term solutions such as waiting list initiatives, weekend working and outsourcing high levels of activity to Independent Providers using non-recurrent funding. The impact of severely reduced theatre activity in the Health Board during the Covid19 pandemic has worsened the position to the point where traditional solutions to lengthy and high-volume waiting lists are insufficient and undesirable. SB UHB are looking to direct award a contract for the use of Facilities only with Sancta Maria Hospital and St Joseph Hospital Newport as is required to allow the Health Board to continue providing critical care to its patients.

Procurement Information

Given the need to address the significant increase in patient waiting lists as a result of the COVID 19 pandemic. SB UHB require additional theatre capacity.
