The specialist consultant can be an individual, a standalone consultancy, or a team of appropriately qualified professionals.As part of the wider ambitions to further develop and enhance Buckley Town Centre, and its offering, FCC seeks to commission a designer to develop and deliver cost sensitive creative proposals for a re-designed street scheme for Buckley Town Centre, detailed on the map titled 'The Study area' in Appendix A (the area bounded by Brunswick Road, from the Cross to its junction with Precinct Way down to Aldi). The design team is to proactively engage with FCC and ensure the proposed work meets the design development requirements detailed, any necessary statutory consents etc., and provide cost estimates for preparing visual material for the proposed scheme - in a manner to be agreed with FCC.Buckley has benefitted from street works schemes and pedestrianisation in previous years, but has experienced challenging trading conditions, despite a large resident population around the periphery of the town centre.This specification for cost estimates for suggested design brief is focussed upon increasing footfall, dwell time, and breathing new life into Buckley by engaging people with a mix of quality street design, green space, and blending with the surrounding retail and residential use. Drawing upon the mix of retailers, and taking into consideration pedestrianised and non-pedestrianised options, this project involves re-imagining and re-designing the outlined area into two detailed design plan options, (pedestrianised and non-pedestrianised) in line with guidance, and envisioning ways to encourage residents, and visitors, to engage with the area.This specification seeks to:(a) Assess and suggest cost estimates for design options for the impact and potential outcome and design impact of the reintroduction of vehicular traffic to the area, with maximisation of townscape improvements to the area within the project boundary.(b) Assess suggest cost estimates for design options for the design impact and potential outcome for the retention of the pedestrianised area, with potential new development, again maximising townscape improvements to the area within the project boundary.
