Powys County Council covers a wide geographical area across central mid Wales. It covers the historic counties of Montgomeryshire and Radnorshire, most of Brecknockshire (Breconshire), an area of 5,179m2, making it the largest county in Wales by land area. As a Council we provide a chargeable kerbside green waste collection service which collects compostable green waste from all households in Powys for recycling. This has been in operation since 1st April 2019. The Council is seeking to find a solution for recycling our green waste, from May 2022 onwards, when the current contract is due to expire. Whilst we could simply offer this opportunity to the marketplace, we are taking the opportunity to seek views and ideas to develop a service that is appropriately packaged. Prior to commencing a formal procurement exercise, we therefore wish to enter discussions (in the form of soft market testing) with potential providers. This document provides an indication of our ongoing requirements and includes details of our initial thoughts on how the procurement should be structured. Its purpose is to provide potential bidders with sufficient information for them to enter meaningful soft market testing discussions to enable the Council to decide on the most suitable route to proceed.
