Notice Description

Powys County Council ("the Council"), who acting as Lead authority on behalf of the Mid and West Wales Region is seeking to engage with suitably qualified and experienced providers to tender for the Provision of Independent Professional Advocacy Services for Children and Young People. A Framework Agreement for the provision of Independent Professional Advocacy Services for children and young people across the Mid and West Wales region is to be established. The Mid and West Wales region consists of Powys, Carmarthenshire, Ceredigion and Pembrokeshire. The appointed organisation(s) will deliver the service across the region as a whole. The Service will be person-centred, issue-based and outcome-focussed in its service delivery. The Service will assist at reviews and conferences only when a child has a dispute over some significant matter (and when the child explicitly consents to advocacy support). The Advocacy Service for Children and Young People has been split into 4 lots. Lot 1 - Independent Professional Advocacy Lot 2 - Independent Visiting Service Lot 3 - Complaints in relation to the NHS Service Lot 4 - Regional/Local Safeguarding Boards Lots 1 & 2 are to be delivered together. The duration of the Framework Agreement will be for 3 years with an option to extend for up to a further 1 year, at the Council's discretion. The Council intends to let the framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime.
