Summary of the contracting process

The Welsh Government is currently in the award stage of a procurement process for the project titled "Scoping a Minimum Digital Living Standard for Wales." This initiative falls under the services category, specifically focusing on research and consultancy in digital inclusion. The process was initiated on 19 November 2021, culminating with the contract being signed on 10 February 2022. The project aims to develop a draft minimum digital living standard informed by stakeholder input and aligned with legislative frameworks like the Well-being of Future Generations (Wales) Act 2015. The procurement has been managed through an open method, with bids submitted via the eTenderwales platform.

This contract presents significant opportunities for businesses in the consultancy and social research sectors, particularly those focused on digital services and community engagement. Companies that can demonstrate a strong understanding of the socio-economic factors affecting digital inclusion and possess experience in research consultancy would be well-suited to compete for similar future tenders. Additionally, this contract encourages consortia bidding, allowing smaller firms to join forces and enhance their competitive advantage.

Notice Title

Scoping a Minimum Digital Living Standard for Wales

Notice Description

The Welsh Government is seeking to appoint a contractor to scope and outline a draft minimum digital living standard for Wales which is based on what stakeholders and individuals identify as necessary to be digitally included in modern Wales. The work should take into consideration the Welsh Government Well-being of Future Generations (Wales) Act 2015 and the seven national well-being goals, as well as the Socio-economic Duty (March 2021) which puts tackling inequality at the heart of decision-making.The proposed draft minimum digital living standard for Wales will form part of the evidence base to inform next steps for the Welsh Government and wider sectors. This could include considering how to further assess the needs of citizens and how to develop suitable, appropriate, interventions to ensure all citizens across Wales are able to engage with digital technology (including services) and are digitally confident and resilient.
