The Health Board has been awarded funding to support the establishment of the All Wales Intensive Learning Academy (ILA) for Innovation in Health and Social Care which has the aim of achieving self-sustainability by April 2024. The All Wales Intensive Learning Academy for Innovation in Health and Social Care (ILA:IHSC) will become a beacon for the identification, implementation and evaluation of the science and practice of innovation, transformation, scale and spread in Wales and beyond. A Healthier Wales includes a commitment to establish intensive learning academies, intended to support development of future professional leadership across health and social care. As part of strengthening leadership capability and to support accelerated transformation, the ILA programme is intended to: - develop management and leadership skills and expertise in priority areas; - support NHS and social care leaders to work with external partners, including universities and industry, and internationally; and - share knowledge and good practice across the whole system to drive strategic transformation. The particular elements of the ILA that this funding relates to requires the following activities to be developed and initiated. 1. A series of Innovation Insurgency' short courses to support those in the early stage of an innovation journey, particularly from social care and third sector 2. Two PhD students researching the impact of the ILA on interactions between innovations and systems, one focused on delivery and one focused on policy. The ILA will deliver the benefit of a step-change in innovation and transformation practice delivered through an alumni of leaders and practitioners across the health and social care system. This will sit alongside a significantly enhanced absorptive capacity and practice realised through broader learning opportunities, delivered through a practice-based model of learning.

Options: This notice covers the potential for a three year programme and therefore, an option to extend for up to two further years at the sole discretion of the Health Board is being included.

Procurement Information

The All Wales Intensive Learning Academy for Innovation in Health and Social Care requires the provision of university accredited academic qualifications to PhD level. The grant awarded from Welsh Government was provided upon the bid proposal which was developed in partnership with Swansea University and Cardiff University (Y Lab). Y Lab (Welsh for 'The Lab') is the Public Services Innovation Lab for Wales, led by Cardiff University. Y Lab works with public services organisations in Wales to build innovation and research capacity. This is done through a number of methods, including innovation programmes and new collaborative networks which will develop and test solutions to major societal challenges in Wales. Through this collaborative approach, Y Lab will support public services in Wales to promote and exemplify public services innovation and efficiency - as well as contributing to the national and international knowledge base. Due to this, Cardiff University will be able to provide PhD students who will research the impact of the ILA on interactions between innovations and systems. Linking this innovation research provision with Cardiff University's education courses means there is a unique partnership with the Health Board for the establishment of the ILA. Based on the information outlined above, the Health Board is applying a 10 day standstill period prior to awarding the contract.
