Summary of the contracting process

The NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is planning to procure Laboratory Information Management Systems (LIMS) for the Welsh Histocompatibility and Immunogenetics Service (WHAIS). The procurement process is currently in the planning stage, with a tender expected to be released in the summer of 2022 and a contract award anticipated in the autumn. Key engagement sessions are scheduled to take place on 2nd and 3rd March 2022, and interested suppliers should express their interest by visiting the Sell2Wales website. This procurement pertains to the healthcare industry and is classified under goods with a requirement for advanced lab management capabilities.

This tender presents significant opportunities for businesses specialising in laboratory information management systems, particularly those capable of offering cloud-hosted or on-premise solutions. Companies that excel in integrating data migration, workflow management, and reporting for laboratory services, especially within the health sector, will find this tender aligns well with their capabilities. As WHAIS seeks to replace its current legacy system, suppliers with modern, commercially supported LIMS solutions are encouraged to participate, potentially enhancing their market presence and contributing to improvements in healthcare delivery in Wales.

Notice Title

Laboratory Information Management Systems (LIMS) for Histocompatibility and Immunogenetics

Notice Description

NHS Wales Shared Services Partnership are looking to engage with suppliers of laboratory information management systems (LIMS) for use by the Welsh Histocompatibility and Immunogenetics Service (WHAIS), based within the Welsh Blood Service.

Lot Information

Lot 1

NHS Wales Shared Services Partnership facilitating a procurement on behalf of the Welsh Blood Service which is a Division of Velindre University NHS Trust. The requirement is for laboratory information management system (LIMS) for use by the Welsh Histocompatibility and Immunogenetics Service (WHAIS), based within the Welsh Blood Service. WHAIS are seeking to replace their current in-house legacy IT system with a modern and commercially supported system. The purpose of this pre-market engagement exercise is to assess the capabilities of the market and to enable NHS Wales Shared Services Partnership to refine its specification and approach to the procurement of this requirement. Indicative pricing will also be requested as part of this pre-market engagement. The system must support the migration of existing data from the WTAIL legacy system and interface with downstream systems and analysers. The system must support a range of Histocompatibility and Immunogenetics laboratory services including patient and donor sample reception, workflow management, result analysis and reporting. The services provided by WHAIS include HLA typing, patient/donor crossmatching, HLA antibody testing, solid organ and stem cell donor/recipient matching, platelet typing and platelet antibody testing. NHS Wales has a 'cloud first' policy. As such, the preference would be a public cloud-hosted service. However, it is recognised that some suppliers may not yet provide their LIMS service over the cloud - in such cases, consideration will be given to an on-premise solution.
