Careers Wales play an important role in helping individuals across Wales make well informed decisions about courses, qualifications, training and ultimately job opportunities relevant to them. This plays an important part in employers having access to well prepared, motivated, and appropriately qualified individuals in the labour market.As an organisation we deliver our services in pursuit of the following high-level outcomes:* Improved efficiency of labour markets by reducing skills mismatches* Increased participation and attainment in education and training, reducing the number of people who are Not in Education, Training or Employment (NEET)* Increased accessibility and simplicity of all age employability support and referral to appropriate provision, reducing youth and adult unemployment and economic inactivity* Maximise the efficiency of post compulsory education by supporting well considered decisions regarding learning options and pathways, thereby reducing churn and minimising incidence of failure to complete courses* Promoting greater parity of esteem between academic and vocational pathwaysAs part of our Welsh Government remit, we are requested to provide a range of online services to meet our customers career needs. This includes a wide variety of content and many applications that support self-awareness, decision making, opportunity awareness, career management and career review.To add to our range of online services we are looking to work in partnership with a supplier to offer online psychometric assessments to match customers aptitudes, skills and personality to jobs, broadening their horizons on the types of jobs they may be suited to.The assessment would be administered as part of the Careers information, advice and guidance assessment process for Working Wales customers aged 16 years and over. The service would be made available to selected Working Wales customers following the assessment process, as opposed to being freely available on a self-service basis.We are looking to tender with an organisation who can provide us with the service outlined herein for a 6 month to-3-year period with the possibility of an additional year and an estimated contract value of PS0 - PS100,000.The contract start date will be September 2022.Billing would be expected on a periodic monthly or quarterly basis, based on the level of service consumed in that period which will vary.

Scoring methodologyThe contract will be awarded based on the following scoring methodology:Score Scoring Guide Description4 Very Good or Fully Compliant Submission which meets all requirements and is fully explained in comprehensive detail - between 90 to 100% of the marks available3 Good or Fully Compliant Submission which meets all the requirements and is explained in reasonable detail between 70% and 89% of the marks available2 Satisfactory or Compliant Submission which meets the essential requirements and is explained in adequate detail 50% to 69% of the marks available1 Weak or Partially Compliant (Minor issues) Submission where some areas fall short of requirements and is poorly explained 30% to 49% of the marks available0 Unacceptable or Non-Compliant (Major issues) Submission which fails to meet requirements and is not explained 10% to 29% of the marks availableEach section will be scored as per the scoring guide above (4.2), with the weightings (4.1) being applied by category. The tender will be awarded to the company achieving the highest score out of 100%. 4.3. Price MethodologyThe lowest total price submitted will be awarded a score of 30 for price alone, with tenderers thereafter being allocated a relative score which will be 10 marks less the percentage difference from the lowest price. Generic example: lowest total price is PS10,000 per year the next lowest is PS15,000 per year. The lowest price would score 30 marks the second lowest price would score 30 - (100/400* 30) = 7.5 = score of 22.5.",
