The purpose of the contract is to deliver quality assurance of social welfare services in Wales. The contract, valued at £240,000, was signed on 3rd August 2022.

This contract presents business growth opportunities for companies that specialize in quality assurance of social welfare services. The Welsh Government aims to ensure the people of Wales have access to quality advice services. Businesses suited for this tender should have expertise in managing quality assurance frameworks and delivering advisory services in the social welfare sector. The awarding of this contract without prior competition was justified due to historical limited market responses and the necessity for a specific economic operator.

Historically this requirement has yielded limited, if any, responses from the marketplace other than the current incumbent. Speculative notices to test the marketplace were issued in August 2021 (two interested parties one being MBARC) and Spring 2022 (only one interested party - MBARC). From previous tendering exercises and more recent market engagement we are aware that there is a very limited market for this requirement.
